Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for mining authorisation submitted by OÜ SOKKEL HOLDING (registry code: 12245586) (address: Regione Rapla, Municipality of Rapla, village Purku, Lonni, 78401) was accepted.

The mining permit for the black or gravel quarry is requested for the cadastral parcels of Cadastral Abbey 58 (cadastral identification 51801:001:0494) in the village of Mustu in Nurme, Harju, County. The cadastral parcel is owned by the Republic of Estonia, the manager is the Ministry of the Environment and the authorised authority is the Riigimetsa Majandamise Keskus.

The mountain allocation for the Mustu VI gravel quarry applied for is 4.56 ha and the service area for the mountain quarry is 4.78 ha. The minerals to be extracted are, according to the application, aggregates sand (extraction margin 98 tuh m3) and building gravel (extraction margin 57 tuh m3) and the intended area of use of the minerals is road construction, general construction and aggregates. The average annual extraction rate is, according to the application, 11 thousand m3. Authorisation to exploit mineral resources is sought for a period of 15 years.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the Office of the Environment Agency Rapla (Tallinna mnt 14, PK 5, 79513, Rapla; info@keskkonnaamet.ee; 56885603).
The application shall be digitally accessible in the public document Register of the Environment Agency https://dhs-ADR-kea.envir.ee/

until the decision to grant or refuse authorisation has been taken, everyone shall have the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the info@keskkonnaamet.ee e-mail address or to the postal address Tallinna mnt 14, PK 5, 79513, Rapla.

The preparation of the draft mining permit decision will be further notified by the Environment Agency in the official publication Ametlikud Teadaanded.
