Notice of initiation of the air pollution permit procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS) (since 01.01.2017, formerly PARAGRAPH 78(1)).

The Environment Agency States that it has intervened in the procedure for the grant of Air pollution permit No L.V/329921 to Trelleborg Industrial products Estonia OÜ (registry code: 10187689) (address: long 62e, the city of Kuressaare, THE municipality of Saaremaa, THE district of 93815 island). Air pollution permit No L.V/329921 HAS been granted to an operator for the release of polluting substances into the ambient air from emission sources located on a site at 62e (cadastral mark 34901:002:0016) in the municipality of Saaremaa, Kuressaare, sago. The operator requests the amendment of the air pollution permit in relation to the replacement of chemicals 222 and 341 by chemicals 225 and 342 in Chemos and the need to ensure compliance with the new air quality limit and target values that entered into force on 09.03.2019 outside the site's production area.
The operator's main activity is the production of vulcanised rubber sheets (EMTAK code 22199). The production consists of a vulcanised rubber thread linked to metal and plastic parts. The installation has five emission sources: ventilation openings (sandy cleaning of metallic surfaces, coating with metallic coating agents, vulcanisation and pressing of crude rubber). To cover metal surfaces and ensure a high quality metallic and rubber interface, paints and binders are used from which up to 14,769 tonnes of volatile organic compounds are released into the open air: 6,094 tonnes of xylene, 0,576 tonnes of ethylbenzene, 6,21 tonnes of methylethylketone, 0,047 tonnes of toluene, 0,76 tonnes of phenol, 0,004 tonnes of formaldehyde, 0,012 tonnes of tetrachloroethylene and so forth volatile organic compounds are released up to 73 kg of crude rubber per year. The sand-spray cleaning of metal surfaces releases a small amount of particles (up to 18 kg per year).
The site of the installation is located on 100% of the production land. The installation is located in the commercial and production area of the city of Kuressaare, contiguous with the areas of production, commercial land and transport. The nearest dwellings are located approximately 140 m east of the installation's emission sources. The closest installations subject to an air pollution permit in the same area as the installation are AS Level (L.V/321879), Incap Electronics Estonia OÜ (L.V.SA-166414), Nordecon AS (L.V/320680), Saaremaa dairy industry (L.V/324181), Sporrong Eesti (L.V/326026), Omingühing Kalla Lööbel (AKL.32LSAUL.26.4LSAILSA-26.4SOLN-465) The installation is not situated in a conservation or conservation area, in a Natura Natura 2000 bird area or in a nature area. The ADVANTAGE of the Estonian nature information system does not live in the area of impact of the plant and animal species to be protected, and protected communities are not located. The nearest nature conservation site is located 645 m south-west of the production area on the river Põenda, an invention of Category III ham Cobitis taenia (environmental registry code CLO9120949).

The application for a pollution permit is available at the Office of the Environment Agency in Kuressaare, Western Region (Tallinn 22, 93819 Kuressaare) and in the public document Register of the Environment Agency http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse an ambient air pollution permit, any person shall have the right to submit to the Environment Agency his or her reasoned submissions and objections to the application. Proposals and objections can be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Tallinn 22, 93819 Kuressaare.

The draft decision to grant or refuse an outdoor air pollution permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
