Notice of initiation of the environmental permit procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request for modification and extension of mining permit No KMIN-077 for the cod production site in the Riisipere by the limited company Tootsi turbvas (registry code: 10021374) (address: Papiniidu tn 5 Bureau 1, Pärnu City, 80010 Pärnu County) has been accepted.

The requested area for the production of peat in the Riisipere is located in the village of Saue in the village of Nurme on the cadastral parcel of the Risipere peat production area (cadastral description: 51801:001:0040), rice peat production area 5 cadastral parcel (cadastral description: 51801:001:001:0069), rice peat production area 1 Kloostri parcel 1 (cadastral description: 51801:00600) in the cadastrastral parcel village number 0185 (cadition: 1.

The mountain allocation applied for is situated in the central and eastern parts of the Ellamaa deposit (registry card No 202). The mountain allocation applied for has an area of 232.20 ha and an area of 516.25 ha. The mountain deposit consists of four plots of solvent and three plots of solvent in the catchment area. The northern tranche of 117,70 ha of the mountain allocation is located on cadastral parcel 5 of the Risipere peat production area (cadastral identification: 51801:001:0069), the intermediate tranche of 355,99 ha is located on cadastral parcels 1 1801:001:001:0067 of the Risipere peat production area (cadastral identification: 51801:001:001:001:0040), the Kloostri parcel 1 (cadastral identification: 51:003) of the cadastral parcel: 1:003 of the cadastral parcel: 1:00115. All cadastral parcels shall be for 100% of the surface area of the security industry, under the authority of the Ministry of Environment, the authorised authority of which is the Maa-amet, with the exception of the Kloostri's Forest Division 114, which is intended for arable land and the authorised authority is the State Forest Management Centre.

In the area applied for, peat has been produced for over a hundred years. As a result, there are also a number of depleted areas within the catchment area which form part of the current mountain allocation, but which are excluded from the purported mountain allocation. The residual area of the rice family's peat production area is mainly represented by well-degraded peat used for heating and horticulture. The maximum annual mining activity is 35 hours and the authorisation applied for is 30 years.

The requested limit for the mountain allocation of the peat production area in the Riisipere is determined in accordance with the limits of the active consumption unit 1 (area 231,72 ha, active consumption unit 970 ash t). In addition, this block is fully covered by the mountain allocation, both on the surface and in depth. In addition, an area of 0.48 ha is included in the mountain allocation from block 8 of the active consumption of well-decomposed peat on the southern edge of the southern solvent unit.

The request for amendment and renewal of the environmental permit and other relevant documents can be consulted at the nearest Office of the Environment Agency.

until the decision to amend and extend the environmental permit is taken, everyone has the right to submit reasoned proposals and objections to the Environment Agency. The draft decision amending and extending the environmental permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
