Notice of initiation of the environmental permit procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request submitted by Tootsi turbvas (registry code: 10021374) (address Papiniidu tn 5 Bureau 1, Pärnu City, 80010 Pärnu County) to amend Mining permit No KMIN-090 for the cod production area of the Riisipere III has been accepted.

The requested area for peat production in the Riisipere III is located in the village of Lehetu, Harju, in the municipality of Saue, in the cadastral parcel 3 of the Risipere peat production area (cadastral identification: 51801:002:0140) and in the cadastral parcel 3 of the rice peat production area (cadastral identification: 51801:001:0322).

The mountain allocation applied for is situated in the middle of the Ellamaa deposit (registry card No 202). The name of the mountain allocation applied for is the peat production area of Riisipere III. The mountain allocation is 63.31 ha and its catchment area is 75.85 ha. The reference area for the mountain allocation for the Risipere III peat production area is defined in accordance with the limits for the land of the Risipere peat production area 3 (cadastral trail: 51801:001:0322) and the Risipere peat production area 3 (cadastral trail: 51801:002:0140). It excludes a slice of 0.11 ha in the western part of the service area of the mountain allocation, for which an application is made for the mountain allocation of the peat production area in Riisipere and its catchment area. Mineral extraction is subject to a maximum annual mining rate of 13 ash/t.

The mountain boundary of the requested Risipere III peat production area is determined in accordance with the limits of blocks 17 and 18 of the active consumption stock. Some narrow strips of blocks extending to adjacent properties due to inaccuracies are excluded. The mountain allocation therefore includes a block 17 at for 63,31 ha and a block 18 at for 61,83 ha.

The request for amendment of the environmental permit and other relevant documents can be consulted at the nearest office of the Environment Agency.
The application shall be digitally accessible from the Register of documents of the Environment Agency at https://dhs-ADR-kea.envir.ee

until the decision to amend the environmental permit is taken, everyone shall have the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, Tallinn, 11216 Harju County.

The draft amendment to the environmental permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
