Keskkonnaamet publishes this announcement under § 12(1) of Environmental Impact Assessment and Environmental Management System Act.

Environmental Agency as a decision-maker announces that he has started the by letter No DM-109254-7 of 26.08.2020 to the application for authorisation TO exploit the sandy quarry of the der DER Group OÜ farm III.

The quarry of sand III applied for is located in the village of Laiksaare, in Pärnu, in the municipality of Saarde, on the private property of Vana-Peiaru (cadastral mark 78201:001:0263). The mountain allocation applied for is 15,23 ha and its catchment area is 17,31 ha. Within the limit of the mountain allocation applied for, the active consumption of the mineral building sand is 196 thousand m ³, of which the extracted stock is 188 thousand m ³. Mineral uses include the preparation of building blends and their use in road and civil engineering works. The mining permit applied for is valid for 15 years.

EIA was started on the basis of Article 3(1), (1), Article 6(2), (2) and (4), Article 61(3) and (5), Article 9(1), Article 11(2), (22), (23), (4), (8) and (81) of the Law on environmental impact assessment and Management, Article 1(1) and Article 3(p) of Decree No 224 of the Government of the Republic of 29.08.2005, entitled “detailed list of areas of activity for which a preliminary assessment of the need for an environmental impact assessment must be carried out”, and the requirements of the Ministry of the Environment, as specified in order No 16.08.2017.

No cross-border environmental impact is to be expected on the basis of the information available.
The EIA procedures shall not be merged.
the Environmental studies shall include a modelling of quarry noise and an inventory of the natural values of the quarry and its impact area. The impact on the green network must be the subject of an expert's report by a qualified expert. The need for further environmental studies must be identified in the context of the preparation of an environmental impact assessment programme.
