Keskkonnaamet declares that KIVIÕLI KEEMIATÖÖSTUSE OSAÜHING (registry code: 10186158) (address Turu tn 3, Kiviõli linn, Lüganuse vald, 43125 Ida-Viru maakond) the application for amendment of environmental permit No KMIN-105 for the extraction of mineral reserves from the North Kiviõli II oil shale quarry has been accepted. The mountain deposit of the North Kiviõli II oil shale quarry, with an area of 743,21 ha, is located in the municipality of Lüganus in Ida-Viru County. Environmental permit No KMIN-105 for the extraction of mineral resources is valid until 27.01.2036. Kiviõli Chemical industry OÜ applies for the aggregation of the activity data of environmental permits L.V/332069 (air pollution), L.V/327147 (specific water use) and L.JÄ/331740 (waste management) for environmental permit No KMIN-105 for the extraction of mineral resources. Among other things, Kiviõli seeks the following changes to the Chemical industry OÜ: the special use of water under the special water permit L.V/327147 (also “the water permit”) PERMITS the OÜ of the Kiviõli Chemical industry to dispose of quarry water from the excavation of the North Kiviõli oil II oil shale quarry for the extraction of the mineral resources of the brother of Uuemõisa at a rate of 8 647 215 m3/year. The water licence is granted for the period 05.04.2016 - 27.01.2036. Kiviõli Chemical Industries OÜ seeks an increase of up to 16 000 000 m3/year in the amount of quarry water discharged from the North Kiviõli II oil shale quarry and discharged into receiving waters. The purpose of the amendment is to establish new amounts of water discharged from the quarry in the extraction area as a result of the hydrogeological and climatic reassessment. The release of pollutants from a stationary emission source to ambient air to the Kiviõli Chemical industry OÜ has been granted by the Environment Agency in 01.03.2019 for a fixed period of validity up to 27.01.2036 environmental permit for the release of pollutants into ambient air from a stationary emission source (also referred to as the Air pollution permit) No L.V/332069 for the shredding and sorting of material and for the use of fuel in the equipment of the shredder sorting unit. An amendment to the air pollution permit is requested because, in addition to crushing, sorting and loading of material, quarries are also carrying out exploratory and drilling operations which are not covered by the current air pollution permit. The production capacity of the mobile crushing complex in the North Kiviõli II oil shale flock is 57 000 t/y per kiln of limestone. Diesel engines with a power of 0,47 MWth and 0,257 MWth are used for the crushing and sorting of the material, with a fuel consumption of 43,423 t/y for diesel engines. explosives are used as necessary to stumble the coating. Explosive work shall be carried out using up to a maximum of 285 tonnes of explosives PER year as initiators of ANFO and ANFO up to 37 t/y. explosive work shall be carried out 1 to 2 times per week, estimated at up to 104 times per year. For bursting, up to 7 300 wells shall be drilled at an average rate of 90 m/h per well. The scrap of mineral resources through explosive operations is seen as one of the alternatives to mechanical scrap in mining operations. Waste management under the waste permit No L.JÄ/331740 of the North Kiviõli II oil shale quarry permits the establishment to produce a furnace substance, to re-use it for the restoration of the quarry and to recycle it as a certified fragment. The quantity of saccharide to be generated and handled shall not exceed 376940 tonnes. No company modification is requested in respect of the generation, recovery and recycling of waste (furnace substance). According to the application submitted by Kiviõli Chemical industry OÜ, no modification of the environmental permit is requested in the field of terrain.
