Notice of initiation of proceedings for an environmental permit'

Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).

Keskkonnaamet declares that RONK OÜ (registry code: 11005130) (address Harju maakond, Harku vald, Harkujärve küla, Järvekalda tee 1, 76902) the request for amendment of the environmental permit for the extraction of the mineral reserve of the Siimu II sandy quarry (“the environmental permit”), prepared at 018, has been accepted.

The mountain allocation of the Siimu II sand quarry is located in the Valga region, in the municipality of Sangaste, on the Ojavere site (register part No 12375, cadastral mark 72401:001:1210, area 16,33 ha, land use 60% of arable land, mining land 40%). The mountain allocation has an area of 6,03 ha and an area of service of 6,52 ha, in the Siimu gravel deposit (registered card No 554).

RONK OÜ an extension of the duration of Siimu II's sand quarry by 15 years up to 05.09.2036. Moreover, the mining operator seeks an extension of the mining allocation to the 19 blocks of Siimu's gravel deposit so that the adjacent sand quarry of Siimu III (KL-509365, OÜ Marvald) can be used to extract mountain deposits. The mining operator Siimu II also seeks to change the catchment area of the Mining deposit in such a way that the catchment area of the Mining deposit does not overlap with adjacent premises (identifier: 72401:001:1821, intended purpose: arable land 100%) and 23134 pathways (identifier: 72401:001:1083, intended purpose: transport area 100) where the mining operator has no land-use rights. The extension of the environmental permit is necessary in order for the company to be able to fully exploit the mineral resources and properly regularise the area during the current mining permit.

According to the request for amendment of the environmental permit, as regards the mountain allocation on 30.09.2020, the remaining blocks are as follows:
Block 2 — building sand, active consumable stock: 44,4 tuh m ³, extracted stock 40,7 tuh m ³;
Block 3 — building sand, active consumable stock: 15,4055 thousand m ³, extraction stock 9,8055 thousand m ³;
Block 4 — building sand, active consumable stock: 7,5 thousand m ³, mined stock 7,5 thousand m ³;
Block 5 — filling sand, active consumable stock: 59,659 thousand m ³, extracted stock 54,959 thousand m ³;
Block 6 — filling sand, active consumable stock: 3 thousand m ³, extraction margin 2,6 thousand m ³.
In addition, 19 blocks of active consumption of aggregate sand with a reserve of 2 thousand m ³ are also included, while the excavated reserves are 1.8 thousand m ³.
The average annual rate of mineral extraction is requested to be 8,4 thousand t. the fields of use of the mineral resource are construction and road construction. The use of land which has been reclaimed as a result of mining operations for wooded and submerged land.

Until the amendment or non-amendment of an environmental permit decision is made, any person has the right to submit reasoned proposals and objections to the On the application to the Environment Agency.
