Notice of public display of and public consultation of an environmental impact assessment report

Keskkonnaamet publishes this announcment under § 21 and § 16(2)1) of Environmental Impact Assessment and Environmental Management System Act.

Keskkonnaamet announces the publication of  the environmental impact assessment (EIA) report of the VKG Mines application for authorisation to mine OÜ Oandu.

The objective of the proposed action is to start the extraction of oil shale in blocks 1, 5, 8, 11, 12 and 13 of the Oandu exploration field, which cover a total of 160 710 thousand t 5856,89 ha of mining stock. The stock is designated as passive. The application for authorization shall seek to designate a stock as active. Mining permission is requested for 30 years at an average annual rate of 5 million t/y and a maximum rate of 15 million t/a. ODA's exploration field remains in the municipalities of Lüganus and Alutagus in Ida-Viru County and the municipality of Vinni in Lääne-Viru County. The EEA initiated an EIA for the planned operation by letter No 12-2/18/2050-16 of 10.07.2018.

The public consultation of the EIA report takes place at 19.04.2021 from 14.00 to 16.00 in the online environment Zoom (public consultation can be joined at https://zoom.us/j/93523579087?pwd=WTdDdGd4bjhOaEY4d3dvSXUyMFlTdz09, meeting ID: 935 2357 9087, passcode: 558006.
