Keskkonnaamet publishes this announcement under Section 16(2)(1) of the environmental impact assessment and Management system Act (KeHJS).

Environmental Agency announces the publication of the environmental impact assessment (EIA) programme of the Application for an environmental permit for the sandy fallow of fibrous forest.

AS YIT Eesti (registry code 10093801) filed an environmental permit application for the Kiusumetsa sand quarry with the Environment Agency on 12.12.2019, pursuant to which the Environment Agency initiated an environmental impact assessment by letter DM-109088-2 of 20.04.2020.
The Kiusumetsa sand quarry applied for is located in the village of the lighthouse in the municipality of Häädemeeste in Pärnu, on private land, in the Kilmezsi cadastral division (cadastral mark 21303:002:0472, registration number 693406), in the Kiusumetsa deposit. According to the request for an environmental permit, as of 01.01.2020, the amount of active consumption of sand from the mountains of the Kiusumetsa quarry is 754 thousand m ³ and the amount of excavated reserves is 710 thousand m ³. The mountain allocation of the Kyusumetsa sandy pasture, with an area of 17.84 ha, and the service area of the mountain deposit, with an area of 18.92 ha, consist of 2 blocks of the active consumption of the building sand of the Kiusumetsa sandy deposit (registry card No 0749, basic material, building sand). The purpose of the mineral resource is construction and road construction and renovation. The period of validity of the authorisation applied for shall be 15 years.

Proposals, objections and questions about the EIA programme can be submitted at in writing to the Environment Agency (Roheline tn 64, 80010 Pärnu or info@keskkonnaamet.ee) between 21.04.2021 and 09.05.2021.

The public consultation of the EIA programme takes place at as regards the dissemination of COVID19 and subject to national restrictions in the online media Microsoft Teams 11.05.2021 at 16.00.
