Keskkonnaamet publishes this announcement under Section 16(2)(1) of the environmental impact assessment and Management system Act (KeHJS).

Environmental Agency announces the publication of the environmental impact assessment (EIA) programme of the Epler & Lorenz Ravila tn 75a of the combustion plant and increase of the combustion capacity.

KMH was launched by the Environment Agency by letter No DM-110085-33 of 28.01.2021.
Epler & Lorenz, the developer's joint stock company (registry code 10136864), is the site for the management of hazardous waste, known as the Southern Estonian hazardous waste treatment Centre, on the premises of Ravila 75a and Ravila 77 in Tartu. Its business is the collection and management of hazardous and non-hazardous waste. In the context of an application for amendment of environmental complex permit No KKL/317497, the company requests the right to replace an existing hazardous waste incinerator (capacity 225 kg per hour, thermal capacity of the plant with fuel input ~ 0,80 MWth) with a new incinerator with an expected average waste capacity of approximately 1785 kg per hour and a heat output of the plant ~ 7,5 MWth). The new combustion plant is to be installed in the eastern area of the 77 cadastral parcels of Ravila. By installing an incineration plant, the company is applying for the incineration of hazardous waste up to 15 000 tonnes per year (currently 2 000 t/y). A new combustion plant is planned to be installed in an area where biological treatment (soil treatment) of hazardous waste is currently underway. As a result, the biological treatment area for hazardous waste will be reduced and the amount of soil treatment will also be reduced to up to 3000 tonnes/year (in the current integrated permit up to 20 000 tonnes/year) as a result of the modification of the permit.
