Rapla Vallavalitsus publishes this announcement under Section 128(7) of the planning Act (plans).
Rapla Vallavalitsus announces By Decision No 18 of 31 March 2022 of Rapla Vallavolikogu, entitled “establishment of a zoning plan and failure to initiate a strategic environmental assessment”, a zoning plan for the rail Baltica Rapla station was initiated with a view to laying down the conditions for the establishment of a local railway station. The planning area includes, in part, the land parcels of Sõermaa-Veski, Sõermaa, Panga, Metsatagus, Sõeramäe-ALU, Sõermaa Lighway and Rapla bypass in the village of Sulupere and the land parcels of Karjamardi and Sõerumäe-ALU in the village of Tuti. The planning area is delimited by the boundaries of the Air sun, the Sõõrumaa-Veski, the Sõeringue, Sõermaa, Sikapõllu, Sikameta, SEPA, Bank, pine, Metroagus and Karjamard fields and the Rapla bypass. The planning area is about 4,3 ha.
The need to draw up a zoning plan is apparent from the master plan of the Municipality of Rapla. The zoning plan shall follow the basic design of the master plan of the Municipality of Rapla. It is known that it is necessary to draw up a basic geodetic plan with technical networks. The need for other studies has not arisen at the time the plan was initiated.
On the basis of the findings of the ex ante assessment and the view taken by the Environment Agency, the strategic environmental assessment of the building plan was not initiated. There are effects on flora and fauna as well as noise and visual disturbance, but compliance with laws and safety requirements is not expected to have significant effects on the environment. The decision not to initiate a strategic environmental impact assessment may be consulted via the document management environment of the Municipality of Rapla, on the website of the Municipality of Rapla and, with the prior agreement of the municipality during the opening hours of the municipality, in a municipal citation (Viljandi mnt 17, the City of Rapla).
