Pursuant to paragraphs 3_14 (3), 3_20 (2) and 33_2 (2) of the water Law, the Minister for the Environment initiated, by order No 8 of 6 January 2012, the preparation of a river basin management plan, a programme of measures and a flood risk management plan for the river basins of Eastern Estonia, Western Estonia and
.
For the purposes of drawing up river basin management plans, the following documents shall be prepared, submitted to a public display lasting six months and, after a public display has been carried out, submitted to the River Basin Management Commission for approval no later than the following deadlines:

(1) the timetable and work plan for drawing up the river basin management plan, the programme of measures and the flood risk management plan, by 22 December 2012;

(2) review of major water management problems - by 22 December 2013;

(3) the river basin management plan, the programme of measures in the river basin management plan and the draft flood risk management plan - by 22 November 2015,
