Reinstatement of the deadline for lodging an application for a professional fishing permit in the
Pursuant to paragraph 34(1) and (4) of the Law on administrative procedure, paragraph 131(3) of the Law on fishing and paragraph 49(1)(3) of the Law on the Government of the Republic and in accordance with Annex 1C to Council Regulation (EU) 2015/104 fixing for 2015 the fishing opportunities for certain fish stocks and groups of fish stocks, applicable in Union waters and, for Union fishing vessels, in certain non-Union waters, amending Regulation (EU) No 43/2014 and repealing Regulation (EU) No 779/2014 (OJ L 22, 28.1.2015, p. 1-163).

At the Annual meeting of the Northwest Atlantic Fisheries Organisation (NAFO) 22.09.-26.09.2014, it was agreed to open fishing for plaice (WIT) in NAFO 3NO, where the Republic of Estonia was allocated a fishing capacity of 44 tonnes for sole (WIT) by Council Regulation (EU) 2015/104. Fishing for plaice in the area indicated has been prohibited for more than 10 years, so that it is not possible to allocate the fishing opportunities allocated to the Republic of Estonia in accordance with paragraph 16(3) of the Law on fishing. Similarly, paragraph 16 (33) of the Law on fishing is not applicable, since, in previous years, the fishing opportunities for sole (WIT) established in 3NO by the NAFO conservation and enforcement measures and the EU fishing opportunities Regulations are 0 t, with the result that, in previous years, catches of other target species in NAFO 3NO by-catch of sole (WIT) in another form cannot be regarded as

Council Regulation (EU) 2015/104, which fixed the fishing opportunities for witch (WIT), entered into force after the expiry of the deadline for the submission of applications for a professional fishing licence for fisheries in 2015, i.e. after 1 December 2014, which is a valid reason for reinstating the deadline for the submission of applications for a fishing licence to applicants interested in fisheries for witch (WIT) in NAFO 3NO.

1. Applications for professional fishing authorisations for sole (WIT) in 2015 under the fishing authorisation of a fishing vessel in NAFO 3NO may be submitted in accordance with established procedures from the date of publication of the circular until 09 March 2015.
