The Pärnu Linnavalitsus publishes a notice pursuant to paragraph 128(7) of the planning Law (plans).
By order No 290 of the Pärnu Linnavalitsus 09.05.2016, preparation of the building plan for the Rääma tn 94 site was initiated.
Talk about an area of 25343 m2 in the district, which is currently occupied by a boiler, a forest reservoir, a chipping plant for chippings wood, a heatwood and board store and a chef for the depreciation of fibreboard, with a surface area under construction of a total of 5211 m2. The designated uses on land are productive land (80%), commercial land (20%). The area is subject to the detailed planning of the production territories of Pärnu AS established by Decision No 72 of the Pärnu City Council of 20.11.1997.
The zoning plan plans the division of the land into two plots of land and the allocation of building rights to the land for the construction of commercial and industrial buildings. The building plan shall be prepared in accordance with the master plan.
The task of drawing up the building plan is to divide the land into two plots, to identify the most suitable building areas and building rights for the land to be constructed, to determine architectural and building conditions. The building plan shall be prepared in accordance with the urban development plan of Pärnu.
The activities envisaged by the zoning plan are, respectively, the construction or use of infrastructure under paragraph 6(2) P 10 of the KeHJS and the development of an industrial area under paragraph 13(1) of the order of the Government of the Republic entitled “list of activities subject to a preliminary assessment of the need for an environmental impact assessment”. 1
Given that the development of the production area takes place in the immediate vicinity of the residential area and the kindergartens, it is necessary to carry out an ex ante evaluation of the CHEM. Production on land must be worthy of the urban environment and take account of the neighbours of the land and not hostile to the environment.
