Notice of initiation of a building plan

The Pärnu Linnavalitsus publishes a notice pursuant to paragraph 128(7) of the planning Law (plans).

The Pärnu Linnavalitsus shall notify the Pärnu Linnavalitsus pursuant to paragraph 128(7) of the planning Act (plans).
By order No 414 of the Pärnu Linnavalitsus 04.07.2016, the building plan for the building of the carousel TN 43a was initiated and a strategic environmental assessment of the building plan was not initiated in the
.
An area of 675 m2 is located in the town centre in the conservation zone of the Pärnu old Town and the Heritage Conservation Area of the resort, in the area of one million designated by the master plan and has been built up. According to the register of works, the property consists of a 2-deck dwelling, a garage-cucumber and a garden house with a total floor area of 169 m ² (25%). Given that all the buildings have been extended to different extensions, according to the survey project, the total surface area of the buildings under construction is currently 267 m ² (40%). The applicant would like to maintain the enlarged buildings, thereby exceeding the maximum permissible percentage of full construction on the land (30%) under the current master plan. It is therefore a zoning plan which amends the master plan. The land use control function on the land is small dwelling land (EE), which is not changed. D

. the task of drawing up the building plan is to identify the most suitable building area and building right for the plots, to determine architectural and building conditions. When the building plan is drawn up, the town-planning plan of Pärnu is amended as regards the maximum percentage of full construction fixed for the land on small dwellings. The land use control function on the land is small dwelling land (EE), which is not changed.

The ex-ante assessment of the strategic environmental impact assessment analyses the following potential impacts on the planning area: grass-root hazards and geology, soil, noise, vibrations, ambient air quality, waste, cultural heritage, nature conservation, landscape, insolation, traffic, services, flood areas, connection with other planning documents.
Under paragraph 22 of the KeHJS, environmental effects are important if they are likely to exceed the environmental performance of the site, cause irreversible changes in the environment or endanger human health and well-being, cultural heritage or property. Given the size, nature and location of the planned activity, significant environmental effects associated with the implementation of the zoning plan and the intended use of the buildings and facilities cannot be expected. In summary, the ex-ante assessment proposes not to initiate a strategic environmental assessment procedure when drawing up the building plan for the carousel TN 43a site.
