Keskkonnaamet publishes this announcement under Section 16(2)(1) of the environmental impact assessment and Management system Act (KeHJS).

Environmental Agency announces the publication of the environmental impact assessment (EIA) programme of the Enefit power as a consequence of the amendment of the mining permit KMIN-074 for the Sirgala quarry.

The Environment Agency initiated an environmental impact assessment of the planned activities by letter No 12-2/19/213-17 of 04.12.2019.
The objective of the proposed activity is to modify and extend the mining authorisation KMIN-074 for Enefit power AS so as to exclude from the mining allocation block 19 of the passive consumption of the square of Sirgala and to extend the mining allocation by 1 of the active consumption block of Permisküla's exploration area to the Uusnova solvent (583,91 ha). Renewal of the authorization shall be requested for a period of 30 a. Authorisation is sought for the extraction of oil shale for energy and the oil shale industry (heating and oil shale). The Sirgala quarry is located in the eastern part of the Estonian oil shale deposit, on the west coast of the River Narva in the eastern Viru county of Toila and Alutagus, and on the territory of the town of Narva-Jõesuu. The requested fraction of Uusnova's solution is located in the municipality of Alutagus in Ida-Viru county.

Proposals, objections and questions about the EIA programme can be submitted at until 28.02.2021 (inclusive), at Viljandi mnt 16, Tallinn or email to info@keskkonnaamet.ee.

The public consultation of the EIA programme takes place at 04.03.2021 will take place at 14.00 a.m. at the Mountain Service Center (address Park 5, Mountain Center, Municipality Alutagus, 41301 East Viru County) and in parallel with the online environment Zoom (meeting ID: 923 7428 6784, passcode: 215819).
