Temporary closure of trawl fisheries in
Baltic Sea opening and
in the Gulf of Finland
The order shall be issued on the basis of paragraph 19(3) of the Law on fishing.

Scientists from the Estonian Maritime Institute at the University of Tartu estimate that the stock of herring in the north-east of the Baltic Sea and in the Gulf of Finland has decreased over the last decade on the basis of acoustic studies as well as analytical stock assessments. By letter No 13-5.1/2539, received by the Ministry of the Environment on 1 April 2011, it was proposed to prohibit fishing with pelagic trawls in marine areas through which straddling trawls on the high seas move to territories in the Gulf of Livi and in the high seas for the protection of pre-spawning trawls.
In accordance with paragraph 19 (31) of the Law on fishing and on the basis of a proposal from scientists from the Estonian Maritime Institute of the University of Tartu, I hereby decide:

1. Prohibit fishing with pelagic trawls during the period from 6 April to 20 May 2011 in the following areas of the opening part of the Baltic Sea and the western part of the Gulf of Finland:

(1) in a sea area whose angles are 58 ° 00 'N 21 ° 40' E, 58 ° 00 'N 22 ° 00' E, 57 ° 50 'N 21 ° 40' E and 57 ° 50 'N 22 ° 00' E;
(2) in the maritime area bounded from the north by the points 57 ° 50 'N 21 ° 50' E and 57 ° 50 'N 22 ° 00' E and from the south by the external limit of the territorial sea of the Republic of Estonia;
(3) in the maritime area bounded from the north by 59 ° 10 'N 22 ° 50' E and 59 ° 10 'N 23 ° 10' E and from the south by the parallel 59 ° 00 'N;
(4) in the maritime area whose western corners are 58 ° 50 'N 22 ° 10' E, 58 ° 40 'N 22 ° 10' E, 58 ° 40 'N 21 ° 50' E and 58 ° 30 'N 21 ° 50' E, extending to the east to the meridian of 22 ° 30 '
.
2. A decree to be published in the official publication Ametlikud Teadaanded and on the internet on the website of the Ministry of Environment and the Ministry of Agriculture.
