Temporary ban on trapped tin fishing in

The order shall be issued on the basis of paragraph 19(3) of the Law on fishing.

Under paragraph 37(1)(6) of Decree No 144 of the Government of the Republic of 9 March 2003, entitled “fishing rules”, fishing in the Pärnu Bay desk area is prohibited throughout the year, with the exception of inscription fishing by traps from 1 March to the decomposition of the ice cover.

Scientists from the Estonian Maritime Institute of the University of Tartu estimate that the stock of the Bay of Pärnu Sea has increased until 2009, but the changes in the age structure of the spawning stock in recent years clearly indicate overfishing, which, together with less favourable spawning conditions (including the 2011 Bothnian spotlight on the elk of the River Pärnu during the spawning period), has led to a rapid decline in the total stock
.
It is necessary to reduce fishing effort, in particular in the spawning area, for the marine gastropods stock, in particular for the conservation of the spawning stock. As a measure to protect the ink stock, scientists recommend a ban on bottom traps at the back of the Muhu of the town of Pärnu, where fish accumulate before they move to the river. This measure would reduce fishing effort and give the spawning stock easier access to the
of the River Pärnu.
Under paragraph 19 (31) of the Law on fishing, the Minister for the Environment may, by decree, temporarily fix, for the conservation of fish which have not attained spawning or maturity, closed fishing seasons by species or by fishing gear. The downward trend of the sea bed stock, the exceptionally unfavourable conditions in 2011 in the main spawning area in the River Pärnu and the shifting of the spawning time to a later date mean that traps are prohibited from capturing tin in the Mutug of the Gulf of Pärnu site from 1 March to the degradation of the ice cover in the
.
In accordance with paragraph 19(3) of the Law on fishing, and on the basis of a proposal from scientists from the Estonian Maritime Institute of the University of Tartu, I hereby decide:

1. Prohibit purse-seine fishing with traps from 1 March until the decomposition of the ice cover in the Gulf of Pärnu in an area bounded by the left-hand plain of the River Pärnu (viewed downstream), the coastline and the line extending the road bounded by a line passing through the coordinates 58 ° 22.3 'N, 24 ° 30,3' E and 58 ° 21,6 'N, 24 ° 29,7' E and perpendicular to the
line of 58 ° 21,6 'N, 24 ° 29,7' E.
2. A decree to be published in the official publication Ametlikud Teadaanded and on the internet on the website of the Ministry of the Environment
