The order shall be issued on the basis of paragraph 19(3) of the Law on fishing and paragraph 19(2) of the fishing Regulation.

According to scientists from the Estonian Institute of Marine Affairs at the University of Tartu, the spawning herring is more dense than usual, and trawling can cause significant damage to the spawning stock during this period. Trawling also disrupts the movement of pre-spawning cones to the area of the tissue and is thus likely to disturb significantly the course of normal spawning in the
.
By letter No 13 - 5.1/2996, received by the Ministry of the Environment on 5 April 2013, the scientists of the Estonian Institute of Marine Affairs of TÜ proposed, in order to protect the pre-spawning cones of herring, to prohibit fishing with trawls in marine areas through which straddling cones of the high seas migrate to territories in the Gulf of Livi and the high seas. The ban on fishing for the protection of pre-spawning cones is important not only for the protection of the slag in the Gulf of Livi (thin slag), but also for the protection of the cones of the high seas of the Gulf of Livi, whose stocks have been in decline for a long time.


In accordance with paragraph 19(3) of the Law on fishing and on the basis of a proposal from scientists from the Estonian Maritime Institute of the University of Tartu, I hereby decide:

1. Prohibit fishing with trawl nets in the Gulf of Livi in the territorial and inland waters of Estonia from 30 April to 29 May 2013

2. A decree to be published in the official publication Ametlikud Teadaanded and on the internet on the website of the Ministry of the Environment.
