Ordinance No 258 of the Minister for the Environment of 08.04.2014

Temporary closure of trawl fishing in the Gulf of Livi in 2014

The order shall be issued on the basis of paragraph 19(3) of the Law on fishing and paragraph 19(2) of the fishing Regulation.

Scientists from the Estonian Institute of Marine Affairs at the University of Tartu estimate that the situation of herring in the Gulf of Livi in the last decade was better than that of the Baltic and the Gulf of Finland, based both on acoustic studies and on an analytical assessment of stocks. The main reason has been favourable natural conditions for the emergence of generations with a large number of generations. However, the effectiveness of measures for the protection of the herring stock cannot be underestimated either. Since the wolf moving to the weir forms more dense cones than usual, trawling during that period is likely to cause significant damage to the spawning stock. Trawling also disrupts the movement of pre-spawning cones to the area of the tissue and is thus likely to disturb significantly the course of normal spawning in the
.
By letter No 14 - 5.1/14/2845, received by the Ministry of the Environment on 3 April 2014, the scientists of the Estonian Institute of Marine Affairs of TÜ proposed, in order to protect pre-spawning cones of herring, to prohibit fishing with trawls in marine areas through which straddling cones of the high seas migrate to areas in the Gulf of Livi and the high seas. The ban on fishing for the protection of pre-spawning cones is important not only for the protection of the Gulf of Livi herring (sandwich), but also for the protection of the cones of high seas herring entering the Gulf of Livi, whose stocks have been in decline for a long time and are only showing a recovery in the last few years of the

In accordance with paragraph 19(3) of the Law on fishing and on the basis of a proposal from scientists from the Estonian Maritime Institute of the University of Tartu, I hereby decide:

1. Prohibit fishing with trawl nets in the Gulf of Livi in the territorial and internal sea of Estonia from 20 April to 19 May 2014 in
