Notice of publication of a draft environmental permit

Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).

Keskkonnaamet announces that Vesta Terminal Tallinn OÜ (registry code: 11301354) (address Õli tn 3, Muuga küla, Viimsi vald, Harju maakond, 74115; edaspidi ettevõte) the draft order amending environmental permit No L.V/325913 and the amended draft environmental permit No L.V/325913 (hereinafter “the draft”) have been finalised. The company has been granted an air pollution permit of unlimited validity No L.V/325913 authorising the release of pollutants into the ambient air in the commune of Muuga in Harju, County of Viimsi, oil tn 1 (cadastral mark 89012:001:0025), Vilja tn 4 3 (cadastral mark 89012:001:0026), oil tn 6 (cadastral mark 89012:001:001:000070), fruit tn tn 4 (cadastral traceside 8:0016 and cadasterline 9080016). The company requests the amendment of Air pollution PERMIT No L.V/325913 IN relation to the intention to introduce alternative fuels to natural gas (light fuel oil, heavy fuel oil or oil shale) in boilers at the plant, to add as an activity the loading of petroleum products from tanks into tankers and to add further chemicals to be handled (alcohols, aromatic hydrocarbons, etc.). Its main activities are cargo handling (EMTAK code 52241) and storage of liquids and gases (EMTAK 52102) and the supply of steam and air conditioning (EMTAK 35301) as an ancillary activity. The processing of petroleum products, oil shale oil products and other products takes place in the Terminal of Vesta. Loading operations take place in several directions, with a total of 35 tanks at the installation, four rail loading ganates and five tanker loading bays. The annual loading turnover is up to 12 100 000 tonnes of various chemicals and there is no increase in the total annual quantity of products subject to a change of authorisation. In addition, in Vesta Terminal, three boilers have a total rated thermal input of 49,35 MWth to ensure the thermal supply of technological processes. All three boilers use natural gas up to 13 000 thousand m 3 per year as fuel or up to 10 000 tonnes of light fuel oil as alternative fuels, up to 11 300 tonnes of heavy fuel oil or up to 10 750 tonnes of oil shale oil. The thermal energy required shall be produced in combination with one or more types of fuel. There shall be no increase in the amount of thermal energy required by the installation. It has also been granted a special permit to use water (also referred to as “permit to use water”) No L.VV/333991 for the disposal of rain water from THE installation, permit No L.VV/329037 for the loading and unloading of ships and permit No L.JÄ/333407 for the production of waste. Where the activities are connected in space or technology, they shall be the subject of a single environmental permit (paragraph 41(1) and (4) of the FAC). Thus, an environmental permit No L.V/325913 is issued to the company, entitling it to: - special use of water; - release of polluting substances into the ambient air from a stationary emission source. The issue of environmental permit No L.V/325913 repeals the company's water permit No L.V/333991. LICENSING No L.VV/329037 is also repealed on the ground that, under paragraph 187(p) 13 of the water Law, a water permit is no longer necessary if ships are regularly loaded or unloaded in closed systems and Licensing NO L.JÄ/333407 on the ground that, under paragraph 75 of the waste Law, an environmental permit is no longer necessary for the generation of waste. The installation is located to the west of the territory of the port of Muuga and is surrounded by other production territories and the sea. The nearest dwellings are situated approximately 200 metres south-west of the terminal in Vesta. According to the Authority's nature conservation and Natura 2000 map, there are no nature features protected in the production area or in its area of impact or Natura 2000 sites. The nearest nature conservation features are the North-West Muuga Cabinet (registry code: CLO4000919) at a distance of C a 350 m south-west and the Northwest field pine (environmental registry code: CLO4000097) at a distance of approximately 950 m south-west. An environmental impact assessment (EIA) is not compulsory for the activities pursued by the establishment. The changes to the proposed operation are not expected to have significant effects on the environment, nor is there any apparent increase in environmental disturbances for those operating in the surrounding area. On the basis of the application file submitted by the Environment Agency, and given that it is an existing installation and that the planned activity does not change the installation or extend the activity, volume or nature of the activity to a significant extent, the Environment Agency does not consider it necessary to carry out an ex ante assessment or to consider the need for an EIA (paragraph 6(2), prim 1 and 2, prim 3, of the KeHJS)..
