Keskkonnaamet publishes this announcement under Section 58(3) of the General Law on the Environment (KeÜS).
Keskkonnaamet announces that Veskimäe Liivamaardla OÜ (registry code: 11916618) (address Pärna, Moora küla, Vinni vald, Lääne-Viru maakond, 46510) following that application, the amended authorisation for the extraction of mineral resources, No L.MK/318759, was granted without an environmental impact assessment, for the extraction of the building gravel, the filling sand and the building sand on the mountains of the Kellavere-Veskimäe quarry. The clock-water-Vesimäe sand quarry is located in the village of Pärnamäe, in the municipality of Vairu, in the municipality of Vauru, on privately owned properties of Pärnamäe (cadastral mark 38101:001:0071, intended use 50% for mining land and 50% for arable land), Pärng (cadastral mark 38101:001:0361, target 35% for mining land, 65% for arable land) and Nonne (cadastral mark 38101:001:0257, 100% target arable land). In the course of procedure 12.04.2023 No DM-119907-Veskimäe (attached), entitled “FAILURE to initiate an environmental impact assessment OF the request for amendment of the environmental permit L.MMM/318759 for the extraction of the sandy floor of the Kellavere-Veskimäe archipelago”, THE Environment Agency failed to initiate an environmental impact assessment. A copy of the operative part of the order amending the authorisation: 1.1. Orders environmental permit No L.MK/318759 for the extraction of the Veskimäe resources of the Kellavere-Vesimäe archipelagic deposit of the Vesimäe liivamaardla OÜ (registry code 11916618), valid for 15 years, to be amended as follows: 1.1.1. Mineral extraction. 1.2. attach side conditions/requirements to the environmental permit on the basis of this order 3.4. “Setting of side conditions” than that produced. 1.3. refrain from initiating an environmental impact assessment in the context of an application for amendment of environmental permit No L.MK/318759. 1.4. publish the environmental permit in the Official Gazette Ametlikud Teadaanded. Contra-conditions of authorisation: 1. If the release of dust (fine particles) into the atmosphere during extraction causes interference with the environment or inhabitants in the area affected by the quarry, the internal routes and platforms within the quarry must be irrigated in order to limit the diffusion of dust (within the meaning of paragraph 6.6 of the MaaPS) during the dry period of extraction and transport, when the average outside temperature of the day exceeds + 5 degrees Celsius. 2. Machinery can work in the quarry on working days from 7.00 to 19.00, while working in the quarry at weekends and on public holidays is prohibited. 3. In order to prevent and prevent groundwater pollution, the refuelling and repair of equipment or machinery may be carried out only at designated service stations. 4. When reporting extracted capacity in blocks 6, 7 and 8, the percentage distribution of applications must be respected: construction gravel 9%, building sand 74% and charging sand 17%.
