Notice of granting or refusing to grant an environmental permit

Keskkonnaamet publishes this announcement under Section 58(3) of the General Law on the Environment (KeÜS). Paragraph 3 ² (1) of the Environmental impact assessment and Management System Act (KeHJS).

Keskkonnaamet announces that  PALDISKI SADAMATE AS (registry code: 10425338) (address Peetri tn 11, Paldiski linn, Lääne-Harju vald, Harju maakond, 76805) an application for amendment of environmental permit No L.VV/331075 for special use of water (hereinafter also environmental permit) has been submitted on 10.05.2023. By order No 1-3/18/1614 of THE Environmental Board NO 1-3/18/1614 “granting a permit for the special use of water to the ports of PALDISKI AS” OF 12.06.2018, PALDISKI PORTS AS was granted a permit for the special use of water No L.VV/331075 until 11.06.2023. An environmental permit was issued for work to be carried out in the construction of new quays in the northern port of Paldiski: dredging, placement of solids in the bottom of the water body and dumping of dredging soil in the dumping area of Pakri. The pier was designed to be built as a steel sheet wall; the area in front of the pier was planned to be dredged up. According to the environmental permit, the volume of soil to be dredged is 517,200 m ³, the volume of sinking solids is 1,025,000 m ³, the volume of dredged soil dumping up to 517,200 m ³ in the dumping area of Pakri. According to the request of PALDISKI SADAMATE AS, it is intended to amend the environmental permit and set the date of termination of the environmental permit as 31.05.2026, as the construction of the quays has been delayed due to the economic downturn and the corona crisis. According to the application for amendment of the environmental permit, the nature of the works and the area of the works have not changed. The environmental permit shall be amended in accordance with the application and the requirements for the environmental permit and monitoring shall be brought into conformity with the applicable law.

Under paragraph 11(6) of the KeHJS, a decision-maker refuses to initiate an environmental impact assessment if the preliminary assessment reveals that the environmental impact of the proposed activity has already been appropriately assessed in the course of the environmental impact assessment or strategic environmental assessment and the decision-maker has sufficient information to grant an activity licence. In its preliminary assessment, the Environmental Board found that the environmental impact has already been appropriately addressed in the course of the environmental impact assessment and the strategic environmental assessment. The proposed activity is not expected to result in significant environmental impacts, so no new environmental impact assessment is necessary and no further studies are required.
