Keskkonnaamet publishes this announcement under Subsection 2 of § 37 of the Earth's Crust Act (MaaPS).
Keskkonnaamet announces, that Marina Minerals OÜ (registry code: 11349875) (address Jalgpalli tn 21, Kesklinna linnaosa, Tallinn, Harju maakond, 11312) submitted to the Environmental Board an application for amendment of permit L.MU/516567 (hereinafter also the exploration permit or permit) for geological exploration of the Sargvere exploration area. The compliant application is registered in the Environmental Decisions information System under EAGLE 11.04.2023 No DM-124454-1. On the basis of the application, the Environmental Board issued permit No L.MU/516567 for geological exploration, as amended by order No DM-124454-17, in the Sargvere exploration area on 19.02.2024. Sargvere Research room (study permit No L.MU/516567; validity period 12.09.2022 to 12.09.2025) is located in the city of Paide in Järva County in the village of Sargvere on cadastral units metsatuka (cadastral code 56701:001:0658). The cadastral units are owned by the Republic of Estonia, the Ruler is the Climate Ministry and the authorised authority is the Maa-amet. According to the explanatory memorandum to the application for amendment of the exploration permit, the field work of the geological investigation revealed that the exploration room is mostly covered with waste and that the movement due to open rubbish and uncovered rubbish mounds is difficult and, among other things, dangerous. According to laboratory work, field work descriptions and surveys, the quality of the sediment in the study room is not good enough and the volume is large enough to make it reasonable to account for it as a mineral resource. According to the application for amendment of the Metsatuka permit, the owner of the cadastral unit of Santer (cadastral code 56701:001:0725), which is privately owned in the northeastern and eastern direction of the registered immovable of forest beetle, is interested in the exploration of mineral resources on the registered immovable belonging to him or her (area ~ 1.07 ha). As the Sargvere exploration area is directly adjacent to the Santer property, the part of the Santer property is intended to be incorporated into the existing Sargvere exploration area and to interpret the collected data from the Sargvere geological Survey together with additional data to be examined on the Santer property. It is therefore intended to increase the area of the existing exploration area and its service area to 5.48 ha by the part of the exploration area expanding to 6.55 ha Santer cadastral unit. In other respects, no amendment of the permit is requested. The area of service of the modified Sargvere Research room is 6.55 ha. It is planned to construct up to 30 excavation wells and up to 30 excavation wells with a maximum exploration depth of 10 m in the course of a geological exploration. the period of validity of the exploration permit is three (3) years. The mineral resource under investigation is sand and gravel. The thickness of the useful layer shall be determined at the planned study points, the sediments of the mineral resource and its lying surface shall be described. Throughout the useful layer, samples shall be taken by litological specimen for laboratory determinations. The water level at the wells shall be measured. A topographical plan shall be drawn up for the site on the basis of an instrument survey. In the course of the cameral work, the resulting data set (incl. laboratory results) is analysed and a report is prepared for recording the stock in the mineral resources register. Permit No L.MU/516567 of the modified geological exploration shall bear the following conditions: 1. The geological exploration operator shall inform the Land Board (e-mail maaamet@maaamet.ee) of the performance of field works at least 10 calendar days in advance. 2. If cutting is required within the framework of a geological survey, the manager of state forests shall be notified thereof, who enters into a contract of employment for the deforestation of growing forest with the maker of the geological survey or a contract for the transfer of the right of cutting of growing forest for the acquisition of the right of cutting. 3. At the beginning of the geological survey, the village elder of Sargvere must be involved in the activities and contact the chief environmental officer of Paide city government before the start of the activities; 4. The number of test points shall ensure that the boundary of the closed landfill area is identified; 5. Submit the results of the geological survey to the Environmental Board and Paide city government; 6. Water surveys must be carried out at wells of cadastral units Soone (cadastral code 56701:001:0732), Puki (cadastral code 56504:001:0197), IVa (cadastral code 56504:001:0237) and Tiiu (cadastral code 56701:001:0856) for at least electrical conductivity, COD (permanganate oxygen demand), pH and petroleum products and for the measurement of groundwater level; 7. Upon the performance of geological exploration, it is not permitted to establish survey points closer than 50 metres to the boundaries of cadastral units of Soone, Pukk and IVa; 8. In the course of the geological exploration, upon the release of waste, determine the environmental hazards of the waste and, accordingly, decide on further activities. Waste must be handled in accordance with legislation or handed over to a person holding a corresponding environmental permit. It is not permitted to bury waste in the cadastral unit of the Metsatuka (cadastral code 56701:001:0658). 9. If excavation wells and/or wells are established in the site of the former Pukimmäe (Sargvere) landfill, they must be constructed and closed in such a way as to prevent rainfall water from entering the landfill of the closed landfill..
