Rapla Vallavalitsus publishes this announcement under Subsection 6 of § 35 of the Environmental Impact Assessment and Environmental Management System Act (KeHJS).

Rapla Rural Municipality Council announces that the preparation of the decision No 23 of 28 March 2024 “Initiation of the detailed spatial plan and Failure to initiate strategic environmental assessment (ATLA village, Kuusemetsa)” in the village of ATLA for the county unit of the spruce forest detailed spatial plan has started and has not started the Strategic Environmental Assessment (SEA) same decision of this document.

The detailed spatial plan was initiated for the planning of a site of up to 22 individual homes and the infrastructure servicing it. The planning area with an area of approximately 5 ha comprises a county unit of spruce forest (cadastral code 24005:002:0058) and partly a county unit of the 20110 Juuru-Järlepa road (cadastral code 24005:002:0640). The planning area is bordered by the land units of the ATLA mansion and Kase profit-making land and the road of Juuru-Järlepa from the north-west.

SEA was not started based on the conclusions of the ex ante evaluation and the views of the relevant authorities. The nature of the proposed activity does not give rise to a presumption of significant environmental impact. The plan sets out the conditions for preventing environmental problems. The disturbance resulting from the implementation is expected to be limited to the construction period and will be reversible. The possibility of accidents is no different than usual.
