The Keskkonnaamet publishes this announcement under § 12 (1¹)2) of Environmental Impact Assessment and Environmental Management System Act.

Environmental Board as a decision-maker announces that in its 22.04.2024 Decision No DM-125287-18 on the application for amendment of the environmental permit for the gravel career I berth environmental impact assessment (EIA) has not started.

Public limited company RAPID CARRIER (registry code 10111516, address Järvekalda tee 1, Harkujärve village, Harku Rural Municipality, Harju County) submitted an application for amendment of the environmental permit for Kaiste I gravel quarry to the Environmental Board on 03.08.2023 (registered in the Environmental Decisions information System, hereinafter referred to AS EAGLE 03.08.2023 No DM-125287-4).

The application for amendment of the permit seeks the extension of the period of validity of the environmental permit by 15 years and the specification of the stock to be extracted on the ground that the slope collections must be left only on those sides which are not directly adjacent to the neighbouring mining allocation. In addition, the area of the mining claim area of the Kaiste I gravel quarry is specified according to the boundary of the Kakai gravel quarry (86302:003:0060) of the registered immovable and, taking into account the water level after extraction, grass and forest land is applied for as a restoration course.

The mining claim of Kaiste I gravel career (area of the mining claim 15.41 ha and area of the service area 15.64 ha) is located in Lääne-anna Parish, Pärnu County on a state-owned property in Kanamard village the gravel career of Kaiste (cadastral code 86302:003:0060), the administrator of the state assets of which is the Ministry of Regional Affairs and Agriculture and the authorised authority Maa-amet.

EIA was not started 1. Since the proposed site is not located in protected areas or in a Natura 2000 network site and the proposed extraction does not affect protected areas or Natura 2000 network sites, there is no significant impact on nature conservation sites.
2. the action shall not affect the groundwater regime;
3. the activity shall not exceed the limits for air pollution and noise;
4. the natural landscape of the mountain allocations has been destroyed, but it qualitatively can be restored later by restoring the land.

Upon amendment of an environmental permit, the following additional condition shall be taken into account: On the forest road of the hen mart (road No 8260513) on the section between the Watch and the New Uue-Vahtkonna properties, dust control activities must be carried out during the export of berth from gravel career I. The conditions for maintenance and use of the forested road of the hen mart shall be agreed between the holder of the permit and the owner of the road before using the road as the excavation route of the well.
