Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).

Keskkonnaamet announces that KIVIKANDUR OÜ (registry code: 11200972) (address Järvekalda tee 1, Harkujärve küla, Harku vald, Harju maakond, 76902) on the basis of the application submitted by the party, a draft decision and permit have been prepared to amend Mining permit No L.MK/325591 of the Helmi-Aakre VI gravel quarry. According to the application for amendment of extraction permit No L.MK/325591, the company wants to extend the mining allocation in a depth direction to the extraction of block 24 at and to change the area of the service area. On the basis of extraction permit No L.MK/325591 (extraction permit valid 02.04.2015 - 01.04.2030), THE ROCK CARRIER OÜ Helmi-Aakre is extracting construction gravel and construction sand in the VI gravel barrier. Helmi-Aakre VI gravel career is located in the village of Rebaste in Elva Parish, Tartu County in private land. Simuna cadastral unit (60801:001:1922). The area of the mining claim service area is 5.02 ha and the area of the mining claim is 3.99 ha. The requested Helmi-Aakre VI gravel career covers blocks 22, 23 and 24 of the active supply stock of the Helmi-Aakre deposit (registry card No 518). According to the application for amendment of the extraction permit, as of 30.09.2023 the quantity of active consumable stock of mining sands is 78,708 ash m ³ and the extracted stock is 68,008 ash m ³. The active supply of construction gravel is 31,487 ash m ³ and the stock to be extracted is 26,887 ash m ³. The average annual rate of extraction of mineral resources shall be 13 ash m ³. Purpose of use of extracted land artificial water body and forest land. The uses of mineral resources include road construction and construction. The exclusion conditions of an extraction permit shall be determined as: 1. In the direction of the small Oona and Jacob farms, store the walls of the roof. 2. In case of complaints, the total concentration of particulate matter (PM-sum) and fine particulate matter (PM10) in ambient air must be measured at the expense of the holder of the permit at the request of the Environmental Board at the residence of the Väike-Oona farm and additional mitigation measures must be applied if the established limit values are exceeded (e.g. more frequent watering of career paths, crushing at a distance not exceeding limit values). 6. In the protection zone of state roads 232421 Ülpre-Kure and 23143 Oona-Puka-Kõrep, extraction is permitted only on the basis of a mining project previously approved by the Road Administration. 7. In the event of proven negative effects of extraction on groundwater and its level, the expenses incurred shall be borne by the holder of the extraction permit..
