Keskkonnaamet publishes this announcement under Section 58(3) of the General Law on the Environment (KeÜS).
Keskkonnaamet announces that Marina Minerals OÜ (registry code: 11349875) (address Jalgpalli tn 21, Kesklinna linnaosa, Tallinn, Harju maakond, 11312) on the basis of the application, environmental permit No KL-520397 for extraction of mineral resources was granted on the mining allocation of the Kämara sandy quarry of Kämara gravel deposit for a period of 10 years.
Kämara sand quarry is located in Kämara village, Tartu Parish, Tartu County, on the privately owned cadastral unit Vahemetsa (cadastral code 38301:001:0038). The mining claim consists of two separate pieces with a mining claim area of 17.77 ha and a service area of 22.37 ha. The mining claim fully covers blocks 1 and 3 of the active supply of aggregate sand from the Kämara gravel deposit (registry card No 0722). According to the application for extraction permit, the active supply of the mining claim as of 21.08.2023 on the aggregate sand (block 1) is 196.0 ash m ³ and on the aggregate sand (block 3) is 118.0 ash m ³ and the quantity of the extraction aggregate sand is 302.0 ash m ³. The average annual rate of extraction of mineral resources is 38.0 ash ³. The amount of cover is 67 ash m ³, incl. soil 67 ash m ³. The uses of mineral resources include construction and road construction. The direction of restoration is water body and profit-making land (grass and forest land).
The following secondary conditions were attached to the environmental permit:
1. In the case of dust causing disturbances to areas or residents of the surrounding area, in order to limit the spread of quarry activity-related dust during the extraction and transport period at a dry time when the average ambient temperature of the day is above +5 ⁰ C, intra-quarry roads and platforms shall be irrigated.
2. Refuelling and repair of equipment or machinery to prevent groundwater pollution may only take place at a designated service site.
3. Establish a quarry at the northwestern and southern borders at least a 5 m-high barrier to reduce noise.
4. Noisy logging and excavation work must be carried out outside the breeding period of the singing swan, i.e. between 1 August and 14 March.
5. The conditions for the repair, reconstruction and maintenance of a road passing through a Vahemetsa registered immovable (the mining claim of the Kämara quarry) shall be agreed between the owner of the road and the holder of the extraction permit.
6. Upon preparation of the mining project, the OÜ Engineering Office Steiger must take into account the findings of work No 23/4378 “study of the condition of drainage systems in the area of the Kämara gravel deposit” (V01, 28.04.2023 Tallinn).
7. The holder of an extraction permit shall guarantee the existence of domestic water of all households in the immediate area and the preservation of water quality during the operating life of the quarry. If the condition attributed to the company is violated, the company must immediately restore the water supply/water quality.
8. Quarry activities are permitted between Monday and Friday (8:00-17:00). Working on weekends and public holidays is banned.
9. During the service life of the quarry and after exhaustion of mineral reserves, access to the site by outsiders must be excluded.
10. The holder of an extraction permit shall leave an unmined buffer area 10 m wide on the side adjacent to the swamp land.
