Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).

Keskkonnaamet announces that Nopri Talumeierei OÜ (registry code: 10851897) (address Farmi, Kärinä küla, Rõuge vald, Võru maakond, 65041) on the basis of the application for an environmental permit for the Tsiistre sand quarry submitted on 03.01.2024, a draft of the refusal to initiate environmental impact assessment has been prepared for the application for an environmental permit for the Tsiistre sand quarry.

Nopri Talumeierei OÜ applies for an environmental permit for the extraction of mineral resources in the sand deposit of Tsiistre (registry card of the mineral deposit No 924) in the mining allocation of the sand quarry of Tsiistre for the extraction of construction gravel and aggregate sand.

The mining claim (area 1.73 ha) and the mining claim service area (area 2.31 ha) of the Tsiistre sand quarry are located in Rõuge Parish, Võru County on the land unit of Suuristüki, which is privately owned in the village of Tsiistre (cadastral unit identifier 46801:001:0193).

The proposed mining allocation shall cover the full active supply of block 1 of the construction gravel of the Tsiistre sand field and block 2 of the filling sand. The active supply of construction gravel is 35 ash m3 (of which 31 ash m3 is extracted) and the active supply of aggregate sand is 116 ash m3 (of which 74 ash m3 is extracted). In the Siistre sand quarry, the mineral resources to be extracted are located above the groundwater level.

The surface layer (soil and moraine) in the mining extraction area is 17 ash m ³, of which the soil volume is 5 ash m ³.

Extracted mineral resources are used in construction and road construction. The area is organised into land in agricultural use. An environmental permit is applied for for 15 years..
