Notice of granting or refusing to grant an environmental permit

Keskkonnaamet publishes this announcement under Section 58(3) of the General Law on the Environment (KeÜS).

Keskkonnaamet announces that  AS TREV-2 Grupp (registry code: 10047362) (address Teemeistri tn 2, Nõmme linnaosa, Tallinn, Harju maakond, 10916) on the basis of the application submitted on 08.05.2023 (first application registered in the Environmental Decisions information System EAGLE 31.03.2023 to procedure M-124330, corrected application 08.05.2023), the Environmental permit No. Rapm-042 of the Reinu limestone quarry was amended on 19.07.2024 by order No. DM-124330-31.

Reinu's limestone quarry is located on private cadastral units in the village of Koigi in Rapla Parish, Rapla County (Reinumetsa 66903:001:0105 and Reinu 66903:001:0103). The consent of the landowners is appended to the application. The total area of the Reinu deposit is 62.41 ha (registry card No 787) and the main mineral resources of the deposit are building limestone (area of use code 0803) and the associated mineral resources are construction gravel (area of use code 1205), aggregate limestone (area of use code 0804), low-mark building limestone (area of use code 0807) and high-mark building limestone (area of use code 0805). The area of the mining claim and the mining claim service area shall be 17.14 and 21.21 ha respectively.

Environmental permit No. Rapm-042 was amended as follows:

1. the duration of environmental permit No Rapm-042 was extended for 20 years until 18.04.2044;
2. the quantities of the residual stock of blocks 1, 2, 3, 4, 5, 6, 22 and 23 of the mining reserve as at 30.06.2024 were determined as follows:

- 1 block - construction mug - active supply of 0 ash m ³
- 2 block - construction mug - active supply 0 ash m ³
- 3 block - construction mug - active supply 0 ash m ³
- 4 block - construction mug - active supply 22.5 ash ³
- 5 block - low-mark building limestone - active supply of 238 ash ³
- 6 block - low-mark building limestone - active supply of 162.9 ash ³
- 22 block - limestone refill - active supply - 581.7 ash ³
- 23 block - limestone refill - active supply - 553.5 ash m

Quantities of mineral resources to be extracted by type:

- construction mug: 22.5 ash ³;
- low-mark building limestone: 400,9 ash ³;
- filler limestone: 1,135.2 ash ³.

3. the amount of cover was set to 1 ash m ³;
4. the average annual production volume was fixed at 90 ash m ³.
5. a new emission source No WAS0011559 “oil reservoir” and an additional volatile organic compounds (NMVOC) emissions of 2.492 t/y were added to the environmental permit.
6. The secondary conditions for environmental permit No. RAPM-042 were established pursuant to Subchapter 3.3 of order No. xx of the Environmental Maeit xx.07.2024. “Setting secondary conditions”. The secondary conditions are as follows:

6.1. Extraction below groundwater level is prohibited;
6.2. The optimum location for the sorting-crushing node must be selected during mining and measures must be assessed and taken to minimise noise pollution at the nearest residential buildings;
6.3. Extraction activities are permitted on working days from 8.00 to 20.00;
6.4. Dust control in the quarry, if necessary, to prevent the spread of dust;
6.5. Ensure dust control near residential buildings on roads used for the export of quarry material;
6.6. Notify villagers of potential explosions 3 days before commencement of work;
6.7. Carry out the work in accordance with the monitoring plan approved by letter No HJR 10-1/13/14164-14 of 21.06.2013 of the Head of the Harju-Järva-Rapla Region of the Environmental Board. The monitoring plan shall form an integral part of the authorisation. Submit the monitoring results to the issuer of permits;
6.8. The intended purpose of mining land shall be added to the intended purpose of the cadastral unit Reinumetsa (cadastral code 66903:001:0105).
6.9. Storage of bitumen-like mixtures (code 17 03 02) in the area of the quarry indicated in the application is permitted until 18.04.2044 (period of validity of the authorisation), provided that a layer of clay screen at least 20 cm thick is used in the storage area to protect groundwater.
6.10. The layer of the clay screen should be monitored continuously during its lifetime to assess efficacy.
6.11. Extraction must be carried out in such a way that the impact on the environment is minimised and the welfare of the local population is guaranteed. Additionally, the recipient of an environmental permit must perform measurements of the water levels of the nearest drinking water wells.
6.12. AS TREV-2 Grupp guarantees a good condition on the roads Endla Road (6690764) km 0,000-0,568 and Koigi Road (6690176) km 0,645-1,082 due to the intensity of road use. In cooperation with the owner of these roads and the (te) Teis (t)e miner using the roads (te), a cooperation agreement shall be concluded setting out the objectives to ensure a healthy environment for the local population and implementing reasonable measures to reduce disturbances (super-normative noise avoidance, road maintenance, safety-compliant driving speed).
