Notice of public display of and public consultation regarding a strategic environmental assessment report

Tallinna Keskkonna- ja Kommunaalamet publishes this announcement under Section 41 and subsection 1 of § 37 of the Environmental Impact Assessment and Environmental Management System Act (KeHJS).

Tallinn Environmental and Community Board announces the publication of strategic environmental assessment (SEA) The detailed planning of the a-passenger terminal and the cruise terminal area; and report.

The detailed planning and strategic environmental impact assessment of the area of the a-passenger terminal and the cruise terminal was initiated by Decision No 148 of the Tallinn City Council of 28.11.2019.
The planned area is located in the city centre, in the area between Log Street and the Tallinn raid. The planned area is 66.12 ha. The detailed spatial plan was initiated for the purpose of planning log tn 2// 4///lootsi tn 13///14// port tn 21// 25// new port tn 19 of the part of the registered immovable and log tn 6 and, upon completion of the sea, one plot dedicated to commercial land, one plot dedicated to commercial land and/or production land, and one plot dedicated to transport land, and determining the conditions for the use of the plots and the building right to construct buildings with 1 underground floor and up to 4 ground floors.
After the initiation of the detailed spatial plan (DP), the boundaries and addresses of the plots of the planning area have been changed (the area of the detailed spatial plan is 66.17 ha). The planned area now consists of log tn 2//4//Port tn 25 and log tn 6 parts of the properties. In the preparation of the detailed spatial plan, the objective has been specified and one plot of commercial and production land, one production land and three plots of land designated for transport is planned. It is planned to construct a promenade on the plots to be formed and to establish a multifunctional berth that will serve vessels with displaced water pressures exceeding 1350 tons.
The detailed spatial plan proposes to amend the comprehensive plan for the beach area between Paljassaare and Russalka established by Decree No 54 of the Tallinn City Council of 9 December 2004 to the extent of the area planned, as the detailed spatial plan seeks to reduce the building exclusion zone of the beach arising from the nature Conservation Act.
Implementation of the activities planned in the detailed spatial plan does not result in cross-border environmental impact.

The draft of the strategic planning document and the SEA report are available in advance at on weekdays at public display 26.09 – 25.10.2024 in the government of Tallinn city centre (nunnne tn 18). Digitally, the materials of the detailed spatial plan for the A-terminal and the cruise terminal area (DP043650) can be found in the Tallinn Planning Register and the materials of the strategic environmental assessment report are https://www.tallinn.ee/areisiterminal on the website of Tallinn.

Proposals, objections and questions about the SEA report can be submitted at during the public display, via the feedback form https://www.tallinn.ee/areisiterminal on the website or via email to kommunaal@tallinnlv.ee.

The public consultation of the SEA report takes place at 13 November 2024, beginning at 17:30 a.m. in the government of the city centre district (nunnne 18, Tallinn).
