Keskkonnaamet publishes this announcement under Section 58(3) of the General Law on the Environment (KeÜS).
Keskkonnaamet announces that HS Works OÜ (registry code: 12612174) (address Peterburi tee 11-16, Lasnamäe linnaosa, Tallinn, Harju maakond, 11411) environmental permit No. KL-522631 has been issued.
THE main activity of HS works OÜ IS METAL treatment and coating of metal surfaces (EMTAK code 25611). The production area is located at Harju County, Jõelähtme Rural Municipality, Liivamäe village, Milky way 5 (cadastral identifier 24504:003:1020; intended purpose: 80% production land, 20% commercial land).
The installation's emission sources are two staining room vents and one combustion plant chimney. The rated thermal input of the combustion plant is 0.054 MWth, and it is planned to use up to 4 ash of natural gas per year as fuel. The company plans to use up to 33,529 tonnes of chemicals per year, with up to 9,762 tonnes of volatile organic compounds emitted per year.

Environmental impact is assessed if an activity licence or amendment thereof is applied for and the planned activity which is the reason for application for or amendment of the activity licence presumably results in significant environmental impact (subsection 3 (1) P 1) of the Environmental impact assessment and Environmental Management System (hereinafter KeHJS) Act). IN THE case of THE proposed activity of HS works OÜ, an environmental impact assessment is not mandatory, as metalworking and coating of metal surfaces are not activities with significant environmental impact within the meaning of the KeHJS (§ 11(3), § 6(1) of the KeHJS). Based on the above, the Environmental Board did not consider it necessary to prepare a preliminary assessment of the need for an environmental impact assessment and did not initiate an environmental impact assessment.
