Notice of refusal to initiate an environmental impact assessment

The Alutaguse Vallavalitsus publishes this announcement under § 12 (11)2) of Environmental Impact Assessment and Environmental Management System Act.

Rural municipality government of Alutagus as a decision-maker announces that with order No 398 of 09.09.09.2024, the first phase of the project to establish shore insurance for the Beach Bunger River environmental impact assessment (EIA) has not started.

The planned activity is the Iisaku Forest 45 in the village of Rannapungerja, the establishment of shore insurance on cadastral units of the lake bank, moonshine, sun and beach sand along the Rannapungerja River (WATER 1058700).

The main project on shore insurance and quays of the Rannapunger River (work No. 01-23 J9) has been prepared by the monolith OÜ, with a plan for shore insurance, access to road, car park, slipper, slip protection mule and floating berths for storing boats and water vehicles. The implementation of the project is divided into phases and in the first phase a building permit is granted for the first phase, which includes, in addition to shore insurance, floating berths for the storage of boats and watercraft, a rubble-covered road with a width of 4.5 metres, which is also the first part of the road network of the Beach Bunger recreation area.

EIA was not started considering THE results of THE PRELIMINARY assessment of EIA prepared by lemma OÜ and the position and coordination of the Environmental Board.

THE purpose of the EIA's ex ante assessment was to clarify whether the proposed activity had a significant environmental impact requiring an environmental impact assessment, including an appropriate Natura assessment.

The conclusions of the ex ante assessment indicated that the location provided by the proposed activity does not give rise to significant negative environmental impacts on any of the environmental elements. KHM execution is not necessary for the following reasons:
1) does not plan activities with significant environmental impact which would result in environmental status
extensive damage, including water, soil, air pollution, significant waste generation or noise levels
an increase;
2) based on the environmental conditions of the area covered by the activity and its immediate surroundings; and
from land use, implementation of the project at the given location does not cause significant additional negative
environmental impact. The potential impacts of the operation are predominantly during construction; and
their scale is relatively local. There is also a low probability of emergencies,
if proper construction techniques are followed;
3) the planned activity does not cause the resilience of the natural environment or the resilience of natural resources
exceeding recovery capacity. The planned activities do not jeopardise the preservation of natural values;
4) protected natural objects are located in the area covered by the project and in close proximity,
landscape and ecologically valuable or sensitive areas, but planned activities
they are not further significantly affected. The planned activity does not hinder the Lake field
achievement of the conservation objective of an off-road protected area (Lake field restricted zone);
5) adverse impact on the conservation objectives and ecological objectives of Natura 2000 sites
integrity is excluded;
6) there is no significant increase in traffic load, noise level and air pollution, therefore there is no
anticipate the presence of supernormative levels;
7) the proposed activity does not significantly result in the generation of heat, radiation or odour.

The project must be carried out taking into account THE mitigation measures set out in the preliminary assessment of the EIA which:
based on the conservation needs of protected fish living in Lake Peipus.
