Keskkonnaamet publishes this announcement under Subsection 4 of § 18 of the Environmental Impact Assessment and Environmental Management System Act (KeHJS).

Environmental Board announces of having declared 03.02.2025 by letter No 6-3/24/9135-17 Application for amendment of environmental permit No HARM-041 for Sooniste II peat production area environmental impact assessment (EIA) programme compliant with the requirements.

According to the submitted application, the company wishes to extend the period of validity of environmental permit No HARM-041 for the Sooniste II peat production area by 30 years, to adjust the boundaries of the mining reserve and the service area according to the results of the survey of the waste stock and to incorporate the environmental permit No. KL-506845 for the special use of water into the environmental permit for the Sooniste II peat production area. The public limited company Tootsi Peat holds environmental permit No. KL-506845 for special use of water for the management of rainfall water FROM discharges of Sooniste 1, Sooniste 2, Sooniste 3, Sooniste 4 and Sooniste 5 Ellamaa Street (ADVANTAGE code WATER 1108200). It is not recommended that the conditions of environmental permit No. KL-506845 be amended upon addition of environmental permit No. HARM-041.
The Sooniste II peat production area is located on state-owned properties in the village of Saue Parish, Harju County, the Sooniste peat production area (cadastral code 51801:002:0260, register part No 2468302) and the Sooniste peat production area 2 (cadastral code 51801:002:0001, register part No 3065302), the administrator of the state assets of which is the Ministry of Regional Affairs and Agriculture and an authorised authority the Land and space Board.
The proposed mining allocation comprises block 3 of the active supply of low-degraded peat in the Soonise peat deposit (registry card No 0123) and block 4 of the active supply of well-degraded peat. The area of the proposed mining claim is 248.42 ha and the area of its service area is 277.90 ha (in the current permit, the area of the mining claim is set at 252,57 ha and the area of the service area at 275,85 ha). According to the application, the boundaries are to be adjusted according to the surveys of the waste quark and the boundaries of the adjacent Soonis peat production area (Environmental permit No HARM-070).
