Notice of refusal to initiate an environmental impact assessment

The Keskkonnaamet publishes this announcement under § 12 (11)2) of Environmental Impact Assessment and Environmental Management System Act.

Environmental Board as a decision-maker announces that Leave the logging planned by forest notice No 50001107197 on the registered immovable (registration No 774536, cadastral code 12901:002:0380) environmental impact assessment (EIA) has not started.

Jaan Tree, authorised representative of the private limited company Priimo Mets, submitted a forest notice to the Environmental Board on 06.02.2025, which plans to Jäetma clear cutting in an area of 0.17 ha on the allocation of the registered immovable, with an estimated cutting volume of 60 TM.
Clear cutting is reforestation cutting done to enable reforestation or reforestation of the forest (paragraph 28(4)(1)(6) MS), so the aim is to create a new forest generation. In the case of clear cutting, all trees shall be cut from the cutting area within one year as of the beginning of cutting, except for the 20-70 pines, smart birches, islands, oaks, sangleppa, ploughwood or elm per hectare which are left as seed trees, and viable secondary growth and preserved trees, i.e. trees necessary to ensure the diversity of biota or their preserved standing parts, with a total volume of strain wood of at least 5 TM/ha, at least 10 TM/ha in the cutting area of more than 5 ha (subsection 29 (1) of the MS).
According to the Estonian Wildlife information System (ADVANTAGE), the 30 m area of impact of the proposed logging area III the habitat of the protected bird species Hoburästa (Turdus viscivorus), Halkakija (Lanius excubitor), heletilder (Tringa nebularia), mudtilder (Tringa Glareola), Knight (pluvialis apricaria) and tedre (Lyrurus tetrix) (registry codes, respectively, CLO9129414, CLO9129409, CLO9129413, CLO9129412, CLO9129410 and CLO9129411; they are predominantly overlapping habitats).
According to the Estonian Wildlife information System (ADVANTAGE), the proposed logging area will remain in the habitat of the protected bird species forest (Tetrao urogallus) of category II (registry code KLO9134353). The proposed cutting area is also limited to the target protection zone for the permanent habitat of the Kõrvemaa forest. The habitat of the Kõrvemaa wild boar is part of the Kõrvemaa Bird area, which is part of the Natura 2000 network.

EIA was not started The planned felling does not have a significant impact on the quality of ambient air, mineral resources (mineral deposits), soil, groundwater and surface water, protected natural objects or cultural heritage and the activities do not harm the health, well-being or property of persons. Adverse effects on the Natura 2000 site are excluded.
It is not necessary to initiate an EIA because:
1. It is conceivable that the proposed activities will have an adverse effect on the conservation objectives and integrity of the Highland SPA, which is part of the Natura 2000 site network.
2. The proposed activity will not result in significant negative environmental impacts on water or ambient air, nor will the limits for noise and air pollution be exceeded, no vibration is expected. The activity does not interact with other activities.
3. The proposed action will not have an impact on human health, well-being and property, as well as emergency situations or major accidents.
4. Emergency situations are unlikely to occur when performing works in compliance with environmental protection requirements.
