The Keskkonnaamet publishes this announcement under § 12 (11)2) of Environmental Impact Assessment and Environmental Management System Act.
Environmental Board as a decision-maker announces that 21.02.2025 Clear cutting planned by forest notice submitted to Sepamaa property No 4135306 (cadastral indicator 15905:004:0303) environmental impact assessment (EIA) has not started.
Aivar Antsov, authorised representative of the tornator Eesti OÜ, plans clear cutting on the Sepamaa property (cadastral indicator 15905:004:0303) with a cutting capacity of 1410 square metres on allocation 1 (4.52 hectares). The aim of clear cutting is reforestation, the establishment of a new forest generation. The site of the proposed works is confined to the Ribbon nature area, which is part of the Natura 2000 network, and to the most targeted conservation zone of the Ribbon nature Reserve, which is protected under national protection.
EIA was not started since the planned felling does not have a significant impact on ambient air quality, mineral resources (deposits), soil, groundwater and surface water, protected natural objects or cultural heritage, and the activities do not harm human health, well-being or property. Impacts on Natura 2000 sites are excluded by implementing the measures undertaken as part of the project in order to carry out the works arising from subsection 55 (6) of the nature Conservation Act. It is not necessary to initiate an environmental impact assessment because:
1. It is conceivable that the activities will have an adverse effect on the nature of the cash pit, which is part of the Natura 2000 site network, the conservation objectives and the integrity of the site.
2. The proposed activity will not result in significant environmental impacts on water or ambient air, nor will the limits for noise and air pollution be exceeded, no vibration is expected. The activity does not interact with other activities.
3. The proposed action will not have an impact on human health, well-being and property, as well as emergency situations or major accidents.
4. Emergency situations are unlikely to occur when performing works in compliance with environmental protection requirements.
