Keskkonnaamet publishes this announcement under Section 58(3) of the General Law on the Environment (KeÜS). On the basis of clauses 6 (2) 18), 6 ¹ 3) and 11 (2) and (4) of the Environmental impact assessment and Management System Act (KeHJS).
Keskkonnaamet announces that Keskkonnaagentuur (registry code: 70009540) (address Mustamäe tee 33, Kristiine linnaosa, Tallinn, Harju maakond, 10616) on the basis of the submitted application, A temporary environmental permit was granted for the dredging of the River Pada (WATER 1071900) in the amount of 120 m3, for the placement of solids in the volume of 130 m3 and for the modification of the shoreline of the River Pada in the state road No 17159 Unukse-Volume km 1,250 (17159 Unuksu-Volume road immovable; cadastral identifier: 90202:005:1620; register part No 8776450), Unukse village, Viru-Nigula Parish, Lääne-Viru County.

On the basis of § 6 (2) 18) of the KeHJS and § 11 (7) and § 15 (8) of Regulation No 224 of the Government of the Republic of 29.08.2005 “List of areas of activity in which an ex ante assessment of the need for environmental impact assessment must be made”, the Environmental Board considered the need to initiate an environmental impact assessment by preparing an ex ante assessment. On the basis of the preliminary assessment of the environmental impact assessment, the Environmental Board found that the proposed activity is not expected to result in significant environmental impacts and therefore the environmental impact assessment is not necessary for the following reasons:
1) As a result of the preliminary assessment of Natura, it was established that, based on the location, nature and volume of the proposed activity, significant adverse effects on the ecological integrity and conservation objectives of the Volume-Rannametsa area are excluded. The activity is not expected to reduce or deteriorate the area of the communities or habitats for which the Natura area is protected. Improvement of the status of the protected species, the river lamb, is expected in the implementation of the activities.
2) The project does not plan activities with presumably significant environmental impact which would result in damage to the state of the environment, incl. pollution of water and soil, significant increase in the generation of waste. Nor is there a significant increase in heat, radiation or odour.
3) The planned activity does not result in significant environmental impact on ambient air, nor does the limits for noise and air pollution be exceeded. The activity does not interact with other activities.
4) Following the requirement that work be suspended during heavy downpours, the spread of suspended solids shall be avoided upon the performance of works.
5) Based on the environmental conditions and land use of the area covered by the project and its immediate surroundings, the planned activity does not cause significant environmental impact at the given location. The potential impacts of the activities are mostly during construction and their scope is mainly limited to the subject matter. There is also a low probability of emergencies if proper construction techniques are followed.
6) The planned activity does not cause the resilience of the natural environment or the recovery capacity of natural resources to be exceeded.
7) The proposed activity does not have an impact on human health, well-being and property if the applicant for the permit complies with the prescribed requirements
8) The proposed activities do not have cross-border implications.
