Notice of refusal to initiate an environmental impact assessment

The Keskkonnaamet publishes this announcement under § 12 (11)2) of Environmental Impact Assessment and Environmental Management System Act.

Environmental Board as a decision-maker announces that 15.04.2025 Provision 1, 2 and 3 time-phased cutting and provision 8 sanitary cutting of the Rästa registered immovable (register part No 1890438 cadastral code 70703:004:0035) environmental impact assessment (EIA) has not started.

Margus Meldo, authorised representative of the public limited company Lemeks Jõgeva, submitted forest notices to the Environmental Board on 20.06.2024, which plans time-phased felling in the allotment of the Rästa registered immovable with an area of 0.44 ha and a felling volume of 64 TM, in the allotment 2 with an area of 0.89 ha and a felling volume of 115 TM and in the allotment 3 with an area of 0.6 ha and a felling volume of 25 TM and 14.04.2025 forest notices planning sanitary cutting in the allotment with an area of 0.41 ha and an estimated felling volume of 25 TM. Forest notices are entered in the national register of forest resource accounting under numbers 500010632654, 50001032655, 50001032656 and 50001123746 respectively. According to the Estonian nature information System, the planned logging areas are located in the Räpina Poldri conservation area and in the Räpina poldri bird area belonging to the Natura 2000 network.
Time-phased logging shall be carried out to enable reforestation or reforestation of the forest. In the case of time-lapse cutting, trees shall be cut in the forest to be refurbished in two or more stages of cutting over the cutting; preserved trees shall be preserved in the course of cutting. Sanitary cutting shall be carried out in order to improve the sanitary status of the forest, to enable the use of wood from dying or dead trees which do not represent a source of danger, unless this endangers the diversity of the living environment.

EIA was not started because the planned felling does not have a significant impact on ambient air quality, mineral resources (deposits), soil, groundwater and surface water, protected natural objects or cultural heritage and the activities do not harm human health, well-being or property. Impacts on Natura 2000 sites are excluded by implementing the measures undertaken as part of the project in order to carry out the works arising from subsection 55 (6) of the nature Conservation Act. It is not necessary to initiate an environmental impact assessment because:
1. It is conceivable that the activities will have an adverse effect on the Räpina Poldri nature area, its conservation objectives and the integrity of the sites, which is part of the Natura 2000 network.
2. The proposed activity will not result in significant negative environmental impacts on water or ambient air, nor will the limits for noise and air pollution be exceeded, no vibration is expected. The activity does not interact with other activities.
3. The proposed action will not have an impact on human health, well-being and property, as well as emergency situations or major accidents.
4. Emergency situations are unlikely to occur when performing works in compliance with environmental protection requirements.
