Notice of refusal to initiate an environmental impact assessment

The Keskkonnaamet publishes this announcement under § 12 (11)2) of Environmental Impact Assessment and Environmental Management System Act.

Environmental Board as a decision-maker announces that Thinning in allocation 2 of Vismann immovable (register part No 19124250, cadastral code 36302:003:0002) environmental impact assessment (EIA) has not started.

In allocation 2, thinning cutting is planned in an area of 0.3 ha with an estimated cutting volume of 6 TM.
Thinning cutting is carried out in order to regulate the density and composition of the forest and enable the use of wood from trees which will fall out in the near future (clause 28 (7) 2) of the MS). After thinning, the breast area of the first front of the stand shall not be less than that specified in Annex 1 to the forest management regulation (hereinafter MME) (subsection 6 (4) of the MME). The design of this cutting involves small-scale cutting, and the stand is cut thinner.

EIA was not started since the planned felling does not have a significant impact on the quality of the ambient air, mineral resources (deposits), soil, groundwater and surface water, protected natural objects or cultural heritage, and the activities do not harm human health, well-being or property. Adverse impacts on Natura 2000 sites are excluded. It is not necessary to initiate an environmental impact assessment because:

1. It is conceivable that the activities will have an adverse effect on the Kõnammu-Väätsa Bird area and the Laukesoo nature area, which are part of a network of Natura 2000 sites, conservation objectives and the integrity of the sites.

2. The planned activities will not result in significant negative environmental impacts on water or ambient air, nor will the limits for noise and air pollution be exceeded, no vibration is expected. Activities do not interact with other activities.

3. The planned activities will not have an impact on human health, well-being and property, as well as emergencies or major accidents.

4. Emergency situations are unlikely to occur when performing works in compliance with environmental protection requirements.
