Notice of refusal to initiate an environmental impact assessment

The Keskkonnaamet publishes this announcement under § 12 (11)2) of Environmental Impact Assessment and Environmental Management System Act.

Environmental Agency as a decision-maker announces that 24.04.2025 thinning of allocation 22 for block IM115 (Ilumetsa metskond in 35 rural units, cadastral code 87901:001:0682) environmental impact assessment (EIA) has not started.

Rein Kivioja submitted a forest notice to the Environmental Board on 12.02.2024, which plans thinning in the allocation of 22 areas of 3.29 ha and an estimated logging volume of 181 TM for the IM115 quarter. The forest notice is entered in the national register of forest resource accounting under number 50000688465. According to the Estonian Wildlife information System (hereinafter THE ADVANTAGE-e), the allocation for the IM094 quarter is located in the Meenikunno nature area and the Meenikunno bird area belonging to 36 Natura 2000 networks and in the limitation zone of the Mustjärve of the Meenikunno Landscape Protection area.

Thinning cutting is done to increase the value of the forest, regulate the density and composition of the forest and enable the use of wood from trees that will fall out in the near future.

EIA was not started because cutting does not have a significant impact on the quality of ambient air, mineral resources (mineral deposits), soil, groundwater and surface water, protected natural objects or cultural heritage and the activities do not harm the health, well-being or property of people. Impacts on Natura 2000 sites are excluded by implementing the measures undertaken as part of the project in order to carry out the works arising from subsection 55 (6) of the nature Conservation Act. It is not necessary to initiate an environmental impact assessment because:
1. It is conceivable that the activities will adversely affect the Meenikunno nature area and the Meenikunno SPA, which are part of a network of Natura 2000 sites, conservation objectives and the integrity of the sites.
2. The proposed activity will not result in significant negative environmental impacts on water or ambient air, nor will the limits for noise and air pollution be exceeded, no vibration is expected. The activity does not interact with other activities.
3. The proposed action will not have an impact on human health, well-being and property, as well as emergency situations or major accidents.
4. Emergency situations are unlikely to occur when performing works in compliance with environmental protection requirements.
