Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).
Keskkonnaamet announces that Limestone factories of Estonia OÜ (registry code: 10022037) (address Peterburi tee 34/1, Lasnamäe linnaosa, Tallinn, Harju maakond, 11415) on the basis of the application submitted by the party, the draft environmental permit and permit for Kaarma's dolostone quarry have been amended.
The amendment of the permit seeks to extend the mining reserve of the Kaarma dolomite quarry both in depth and in area, within the limits of blocks 1 and 2 of the active supply stock of the Kaarma deposit. Surface-area expansion takes place at the expense of the service area only in the northern part of the mining claim (moving towards the Sõmera-Kärla-Uduvere road). Taking into account THE validity of THE environmental permit kmin-042 until 20.01.2028 and the volume of blocks 1 and 2, an extension of the period of validity of the permit by 30 years is also requested.
Kaarma's dolomite quarry is located approximately 9 km north of Kuressaare in the territory of Saaremaa Parish in SEPA village on cadastral units quarry (identifier: 34801:002:0031) and Kaarma's dolomite quarry (identifier: 27002:002:0239). These are state-owned land units. The mining allocation of Kaarma's dolomite quarry includes blocks 1 and 2 of the active supply stock of the finishing dolostone of Kaarma field (registry card 42). The area of the service area of the proposed mining claim is 41.13 ha, including the area of the mining claim 38.38 ha.
The reserve quantities of the blocks to be covered by the proposed mining allocation as at 31.03.2025 are as follows:
1 block 747.785 ash m3 of which 691.265 ash m3 is extracted
2 block 470.12 ash m3 of which 444.36 ash m3 is extracted.
The following secondary conditions are planned for the authorisation:
1. Carry out noise measurements at the quarry-side border of the Kaasik properties and next to residential buildings at the earliest opportunity under the circumstances (in the area to be extracted after deforestation), if the maximum number of machines used in the quarry is employed and how prevalent the south-westerly winds are. In addition, prepare a noise distribution map. On the basis of the measurement results and the noise distribution map, assess the need for additional mitigation measures. If the limit values are exceeded, a sound barrier wall of sufficient height shall be established to ensure sound level values at noise-sensitive buildings and areas in accordance with the limit values. Submit the measurement results to the Environmental Board;
2. Perform noise measurements next to the residential building of the Tamme immovable and at the quarry border of the immovable at the earliest opportunity in circumstances where the mining activity has reached the northern part of the mining claim, the maximum number of machines used in the quarry operates there and how prevalent southerly winds are. On the basis of the measurement results, assess the need for further mitigation measures. If the limit values are exceeded, a sound barrier wall of sufficient height shall be established to ensure sound level values at noise-sensitive buildings and areas in accordance with the limit values. Submit the measurement results to the Environmental Board;
3. Noise measurements must certainly be carried out as soon as justified complaints have been received about mining activities
4. Noise-generating works on the mining claim are permitted on working days from 08.00 to 17.00;
5. Upon commencement of extraction of the area to be expanded by this application, a noise barrier shall be established at the boundary of the service plot of the mining claim on the Mountain Division side of the Mountain-Karla-Uduvere Road parallel to mining works.
6. The holder of the permit is required to apply measures (watering, salting, etc.) to prevent the spread of dust on roads upon the course of career-driven transport along the SEPA village route.
7. Keep Kaarma's dolomite quarry in place during the mining period in such a way that suitable open habitats are constantly available for small tulle and low uniloa in the quarry's territory.
8. The holder of an extraction permit shall suspend mining in the event of temporary flooding of the quarry.
9. Extraction of power line in the protection zone permitted under the conditions of Elektrilevi OÜ specified in the permit for operation in the protection zone of electrical installation No 2538149216.
10. Mining in the protection zone of the communications line is permitted under the conditions of Telia Eesti AS, which are set out in technical conditions in the field of telecommunications No 38196655.
11. The conditions for the reconstruction of intersections used for the export of materials shall be agreed between the holder of the permit and the owner of the road..
