Keskkonnaamet publishes this announcement under § 12(1) of Environmental Impact Assessment and Environmental Management System Act.

Environmental Board as a decision-maker announces that he has started the in its letter No. DM-127276-21 of 09.07.2025, the Mines OF OÜ MERKO Ahisilla limestone quarry Environmental permit application Environmental impact assessment.

The applied Ahisilla limestone quarry is located in the village of Ahisilla in Kose Parish, Harju County, on the state-owned property Paunküla metskond 55 (variable 33701:002:0574). The land is managed by the Ministry of Climate Affairs, the authorised authority RMK.

The area of the proposed mining claim is 23.03 ha and the area of the mining claim service area is 28 ha. The Ahisilla limestone quarry applied for fully covers block 1 at active supply of construction gravel in the Ahisilla limestone deposit and block 2 at active supply of construction limestone. As of 31.12.2023, there is a scrap of blocks within the scope of the applied Ahisilla limestone quarry

1 block (construction mug) – 508 ash m3 of which 503 ash m3 is extracted;
2 block (low-mark building limestone) – 1,677 ash m3 of which 1,646 ash m3 is extracted.

The maximum annual extraction rate according to the explanatory memorandum of the application is 80 ash m ³ per year. The period of validity of the extraction permit applied for shall be 30 years. Extracted mineral resources are used for general and
road construction. The extracted land shall be reclaimed as forest land.

EIA was started EIA was initiated because surface mining in an area larger than 25 ha is an activity with significant environmental impact (paragraph 6(1) (28) of the KeHJS). In such a case, EIA is initiated without justification for its need (paragraph 11(3) of the KeHJS).
