The Paide Linnavalitsus publishes a notice pursuant to paragraph 35(6) of the Law on environmental impact assessment and management systems (KeHJS).

The Paide Linnavalitsus States that it has initiated, by Decision No 55 of the Paide City Council of 17.11.2016., the drawing up of a zoning plan for the area between the streets of Munich, Railway and Crafts and the Cuban Isle of Tighway and, by the same decision, has failed to initiate a strategic environmental impact assessment (sea) of that document.

The purpose of the zoning plan is to design a milk processing plant for the site (a major production building with a floor area not exceeding 40 000 m2, an office building with a floor area of 300 m2, an outdoor laundry building for dairy cars and the following facilities: retail water screens, a residual water storage tank, a substation, a local waste water treatment plant or a fat separator, a boiler centre, safety gates). Joining the public water network, sewerage and district heating routes is planned. Access to the planning area is provided for the street of Munn and the road of the Cuban Islands in
.
The planning area lies in the town of Paide between the streets of Munich, Raudtee and cattle and the road of the Cuban Islands. The size of the site is approximately 14 ha, the boundaries of which are set out in Annex 1 to the Decision. The planning area includes 28 plots of land (the list of land is set out in Annexes 2 and 3 to the Decision), as well as unreformed public land and adjacent street land in so far as it is necessary for the planning of traffic.
No EIA was initiated because, according to the ex ante Strategic environmental assessment, the implementation of the plan is not expected to have significant effects on the environment.On the basis of paragraph 33(6) of the KeHJS, by letter No 7-1/16/5-3 of 4.10.2014, the Paide Linnavalitsus asked the Environment Agency for a position on the necessity of the building plan KSH. In its letter No 6-5/16/281-2 of 20.10.2014, the Environment Agency takes the view that the implementation of a plan is not likely to have significant effects on the environment within the meaning of paragraph 2 ² of the KeHJS and that it is not expected that a strategic environmental assessment will be initiated.
