Environmental Agency announces the publication of the environmental impact assessment (EIA) report for the Extension of water abstraction at Estonian cell wooden pulp plant.

On 10 July 2019, the Environment Agency initiated an environmental impact assessment of the application for a special water use permit by order No 1-3/19/1400.
The purpose of the operation is to modify the water abstraction solution of the Estonian Estonian Cell wooden pulp plant in order to ensure the security of water supply throughout the year for the production. The factory is located on 21 sites on the street of the station (cadastral identification 34501:008:0015) in the municipality of Viru-Nigula, in Kunda. As the existing situation has problems with the security of water supply at the plant during the low water period, alternative sources of raw water will be sought. From the perspective of the development of the plant, a maximum abstraction capacity of 15 000 m3/d (0,174 m3/s) is sought for different water sources instead of the current 10 000 m3. The need for additional water from the holding would be limited to a maximum of one hundred days per year. The alternatives to the proposed action (alternative abstraction) are abstraction of the River Kunda, wells in Kunda, Gulf of Kunda, underground north-east or underground recreational pathways. Both of those secondary quarries are located in the municipality of Rakvere.

Furthermore, the KMH report is available at Viru-Nigula Vallavalitssus (Kasemäe TN 19, 44 107 Kunda City, Viru-Nigula Municipality, Western Virumaa) during its opening hours.

Proposals, objections and questions about the EIA report can be submitted at in writing, until and including 18 July 2023, on the above-mentioned decision-maker contacts.

The public consultation of the EIA report takes place at on 19 July 2023 at 16.00 at the Office of the Environment Agency in Rakvere (Kunderi 18, 44307 Rakvere, West Virumaa) and in the online environment MS Teams.
