Keskkonnaamet publishes this announcement under Subsection 2 of § 47 of the General Part of the Environmental Code Act (KeÜS).
Keskkonnaamet declares that aktsiaselts Elva E.P.T. (registry code: 10080313) (address Kirde põik 6, Elva linn, Elva vald, Tartu maakond, 61506) the application submitted by Elva E.P.T. for amendment of the environmental permit KMIN-029 for the peatland production area has been accepted and an environmental impact assessment has been initiated for the aforementioned application. The requested peat production area of as Elva E.P.T. is located in Väike - rakkude and Sangla village in Elva Parish, Tartu County, 13 km northwest of the city of Elva AND 24 km southwest of Tartu. The area of the mining claim is 555.63 ha and the area of its service area is 629.60 ha. It is located on state-owned cadastral units 66601:006:0001 Sangla Peat Saba (converted, map; 100% peat industry land), 66601:006:0002 Sangla Peat Saba (converted, map; 100% peat industry land) and 66601:006:0010 Aiapeat (L-est surveyed; peat industry land). With the application for amendment of this environmental permit, the applicant wishes to extend the existing environmental permit for the depletion of THE residual quark located in the production area of KMIN-029 and, in addition, to extend the mining reserve to a volume covering previously mined and abandoned areas which are essentially part of the infrastructure of the given production area but have not been authorised. The reason for the lack of authorisation in these areas is likely to be due to inconsistencies in the registration of environmental permits, in the context of which the boundaries and areas associated with the valid permit have been incorrectly digitised. This application seeks to determine the boundary between the mining claim and its service plot in the manner in which the production area has once been constructed. The existing environmental permit is valid until 14.03.2026, and in order to extend it, determination of the quantity of residual quark of the production area was made in 2023. As a result of the study, an active stock block of 1 at 558.70 ha and a capacity of 2876 ash t was attached to the peatland production area of as Elva E.P.T., and an active stock block of 2 at 364.51 ha and a capacity of 533 ash was attached to the low-degraded peat production area. the company AS Elva E.P.T. HEREBY requests an extension of the permit to extract mineral resources in the peatland area by 30 years in order to exhaust the resource already deployed and ensure that the company operates in a sustainable manner. The applicant also wishes to combine its permit for the special use of water No L.VV/331713 WITH the environmental permit to be amended, as their activities are related in spatial or technological terms
