The Keskkonnaamet publishes this announcement under § 12 (11)2) of Environmental Impact Assessment and Environmental Management System Act.
Environmental Board as a decision-maker announces that For the registered immovable of the great-wolf pit (register part No 818536; cadastral units with cadastral notices 12901:001:0901, 12901:001:0902 and 12901:001:0903) 29.02.2024 and 24.07.2024, forest notices No 50000971176, 500971196, 50001051811, 50001051800, 50001051797, 50001051799 and 50001051798 environmental impact assessment (EIA) has not started.
Klaus Vinkman, authorised representative of AS A & P Forest, submitted forest notices to the Environmental Board on 29.02.2024, which plan phase-in logging for allocations 15 (0.62 ha, 83 tm) and 29 (0.56 ha, 71 tm) of the old wolf pit property, with notices submitted on 24.07.2024 planning thinning for allocations 22 (0.12 ha, 4 tm), 28 (0.2 ha, 11 tm) and 33 (0.74 ha, 33 tm) and for allocations 5 (1.17 ha, 120 tm) and 31 (0.5) ha, 40 tm) sanitary cutting.
Thinning is maintenance cutting (CLAUSE 28 (4) 2)). The objective of thinning is to regulate the density and composition of the forest and use of wood from trees that will fall out in the near future (SUBSECTION 28 (7) 2). After thinning, the chest area of the first front of the stand shall not be less than that specified in Annex 1 to the forest management regulation (SUBSECTION 31 (2) of the mms, subsection 6 (4) of the forest management regulation).
Sanitary cutting is maintenance cutting (PARAGRAPH 28(4)(2) of the MS). The purpose of sanitary cutting is to remove from the forest the trees which are the source of infection or contribute to the reproduction of pests, as well as the dying or dead trees which do not represent a source of danger, and to do so must not endanger the diversity of the biota (MS § 28(7) (3), § 31(3)). Cutting of trees conforming to the characteristics specified in § 7 of the forest management regulation is permitted pursuant to the procedure of sanitary cutting and, pursuant to subsection 6 (3) of the forest management regulation, the integrity of the stand shall not decrease by less than 30% upon making sanitary cutting.
“Time-phased felling” means reforestation felling which is carried out in order to enable reforestation or reforestation of the forest (PARAGRAPHS 28(4)(1) and (6), 30(1), etc.). The aim of early logging is to gradually refresh the forest. In the case of time-lapse cutting, trees are cut in the forest to be refurbished in two or more stages of cutting over the cutting (MS. § 30 (2)).
Allocation 5 shall be limited to the area where a forest area conforming to the characteristics of the habitat type listed in Annex I to the Habitats Directive and of the sex-leaf forests (9080 *) is registered and the forest area conforming to the characteristics of the habitat type (9010 *) listed in Annex I to the Habitats Directive (hereinafter also forest habitats). Allocations 15, 28 and 29 shall be limited to the area where old nature forests (9010 *) corresponding to the characteristics of the habitat type listed in Annex I to the Habitats Directive are registered.
The logging area envisaged in allocation 33 overlaps to the extent of 0,1 ha with the point OF finding of the protected bird species Laanepyu (Tetrastes bonasia) in category III (registry code CLO9116547). The area of impact of the logging envisaged in allocation 15 (which is considered to be no more than 30 m) shall be the place where the protected bird species of category III is found (Dryocopus martius) (registry code CLO9116463) and the area of impact of allocation 22 shall be the place where the protected bird species of category III is found (registry code CLO9116556).
Allocation 5 shall remain in the entire area and allocations 15 and 22 shall be confined to the area in which the place of introduction OF the protected category II bird species “forests” (Tetrao urogallus) is registered (registry code CLO9134358).
The proposed logging area remains in the Kõrvemaa restricted zone of the Landscape Protection area of Kõrvemaa. The Landscape Protection area of Kõrvemaa is part of the nature area of Kõrvemaa and the Kõrvemaa Bird area of the Natura 2000 network.
EIA was not started The planned felling does not have a significant impact on ambient air quality, mineral resources (mineral deposits), soil, groundwater and surface water, protected natural objects or cultural heritage and the activities do not harm the health, well-being or property of people. Adverse impacts on Natura 2000 sites are excluded. It is not necessary to initiate an environmental impact assessment because:
1. It is possible that the activities will have an adverse effect on the nature of the Kõrvemaa and the Kõrvemaa Bird area, which are part of the Natura 2000 site network, the conservation objectives and the integrity of the sites.
2. The proposed activity will not result in significant negative environmental impacts on water or ambient air, nor will the limits for noise and air pollution be exceeded, no vibration is expected. The activity does not interact with other activities.
3. The proposed action will not have an impact on human health, well-being and property, as well as emergency situations or major accidents.
4. Emergency situations are unlikely to occur when performing works in compliance with environmental protection requirements.
