The Environment Agency publishes a notice pursuant to paragraph 30(2) of the Land Law (MaaPS).

The Environment Agency States that the application for a geological survey permit submitted by Osaühing Eesti Klustik (registry code: 10126848) (address Rõstla quarry, village of Rõstla, Municipality of Põltsamaa, County of Jõgeva, 48022) was granted to the

The application for a geological survey shall be made in the Regione Kohila, County Rapla, in the village of Loone, in the cadastral unit Vahastre Province 271 (cadastral Identifier 31701:004:0419) and in the cadastral division Vahastral Province 73 (cadastral Identifier 31701:004:0271). Both properties are owned by the Republic of Estonia, the Government is the Ministry of the Environment and the approved body is the State Riigimetsa Majandamise Keskus (RMK). The test room is called the Lone test room. There is no overlap within the test room with the invoiced stock. The area covered by the requested survey room is 7.99 ha. This is a consumables survey, which plans to build 0 wells and up to 20 exploration wells. The exploration depth is up to 8 m. the surveyed minerals are the construction and filling gravel and the construction and filling sand. The period of validity of the authorisation applied for shall be 2 years. The study is carried out by OÜ Inseneribüroo STEIGER.

The requested Loone Research Area partially overlaps with the Rapla County Governor's order No 1-1/16/429 of 29.06.2016 in Figure 8 of the Rapla County planning “Determination of the location of the rail Baltic rail route corridor”, which was adopted for Rail display. The planning solution for the municipality of Kohila is appropriate to the rail Baltic route corridor and to the areas where a multi-level crossing with the road/track is planned and the planned/upgraded road (with buffer 50 +50 m) caused by the construction of the rail Baltic railway. The railway path corridor to be determined by the plan is the earth needed for the construction of the railway and the safety zone of the railway, together with the “displacement area” of the route. Throughout the region of Rapla, the corridor width of the route is fixed at 350 m, 66 m of which is a railway road with a protection zone and 142 m wide “displacement area” on two sides of it, allowing for the necessary clarifications as to the location of the railway area during the design phase. In the area of the rail Baltic rail route corridor, account must be taken of the construction of the railway until work on the railway commences. When purchasing or renting land, a person must take account of the establishment of a railway. In the rail route corridor, a position must be sought from the County Government of Rapla and the Ministry of Economic Affairs and Communications regarding the planning of the building statement, the construction project and the buildings subject to planning permission.

until a decision on the granting or refusal of a permit for prospecting has been taken, everyone shall have the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address at the pohja@keskkonnaamet.ee or postal address Tallinna mnt 14, 79513, Rapla.

The draft prospecting permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
