Announcement of sovereign wealth auction

The Regional Government of Rapla publishes a notice pursuant to paragraph 58(1) of the Law on State property (RVS).

The Municipality of Rapla announces the sale of public funds by auction:
1. In the event of a written auction, the village of Päärdu in Rapla, County Vigala, has registered office No 2194650, Title Identifier 88401:001:0383, national real estate registry code KV59374, surface area 11899 m 2, 100% for the sale by open auction of residential land with a tenor of 50 years (encumbered with a building right and a right of pre-emption) with an initial price of 2140.00 (two thousand units of one hundred and forty euros).
2. The guarantee money for the written auction is 10% of the initial price (necessary information to be found in the attachment accompanying the order).
3. The auctioneer is organised by the Municipality of Rapla. The auctioneer is a committee organising the management of public funds of the Municipality of Rapla.
4. The auctioneer shall conclude a notarial deed of sale and a right in rem within two months of the date on which the outcome of the auction is confirmed.
RULES OF PROCEDURE FOR AUCTIONING
1. Conditions and time limit for submission of tenders
The tender must be submitted in writing, in Estonian, in a sealed envelope bearing the contact details of the bidder, the object of the auction and the words “auction”, the time at which the auction is opened and the following warning in capitals: “NOT TO OPEN BEFORE THE AUCTION is opened”.
The tender must be lodged by hand against signature or sent by registered mail or express mail no later than 14.09.2017 at 10.00 a.m. at the Registrar of the County Government of Rapla (room 305), Tallinna mnt 14, Rapla 79513. Tenders received shall be registered in the order in which they are received.
The tender must contain the following information:
(1) the tenderer's name, personal or registry code, residence or registered office, e-mail address and contact telephone;
(2) a declaration signed by the tenderer or his authorised representative for the purchase of immovable property under the conditions laid down in the auction;
(3) declarations signed by the tenderer or his authorised representative that he is aware of the immovable property, its characteristics and that he is aware of the state of the property and that he does not have any complaints in that regard before the District Council of Rapla;
(4) a copy of the payment order for payment of the deposit;
(5) a specific numerical offer amount written in words and figures (where those amounts are not the same, the amount written in words shall be regarded as a valid offer);
(6) the number of the current account, the holder of the current account (name and personal number/registry code) and the name of the bank to which securities may be returned to the unsuccessful bidder.
7. the date on which the tender was submitted, the signature of the tenderer or his authorised representative and the power of attorney.
2. Auction procedure
For the purposes of the auction, a committee (hereinafter referred to as “the Commission”) is set up in the following composition:

An offer shall be deemed to have been submitted within the time limit set when it is received by the deadline and at the address specified in the auction notice.
The Commission will open the envelopes of the auctions 15 minutes after the deadline for submission of tenders in room No 311 of the Conferences of the County Council of Rapla (Tallinna mnt 14, Rapla). All envelopes received within the time limit shall be opened in the order in which they are registered, entered in the auction record, which shall be signed by the Chairman of the Commission. The opening of tenders shall be open to the public and shall be open to all tenderers or authorised representatives. A tender which has not been submitted within the time limit or which does not comply with the requirements of this procedure shall not participate in the tender. In the case of a tender submitted within the time limit but not in conformity, the auction record shall state the reasons for its non-participation in the tender.
Among the eligible tenders, the Commission shall identify the highest bidder and the second largest bidder. Where two or more participants in an auction have submitted an equal highest bid, an additional auction round shall be held between them within 10 days. The starting price for the additional round is the highest bid in the first round.
The successful bidder in the public auction shall be the highest bidder.
The results of the public auction shall be recorded in the minutes. The name of the successful tenderer and of the second highest bidder in the written auction and the outcome of his or her bid or auction shall be made known in writing by the organiser to all bidders within five working days of the auction.
3. Payment of the deposit in
The deposit must be lodged no later than 14.09.2017 at 09:00 with the bank account of the Ministry of Finance NO E932200221023778606 (Swedbank) or No E8910220034796011 (SEB Bank) or No E701700017001577198 (Nordea Bank) or No E403300333416110002 (Danske Bank), reference 2800082433, in the explanation “auction by the Land Authority of Rapla + the name of the property”, if the name and the name of the tenderer are not the applicant. The deposit is included in the auction winner's purchase price and the deposit is returned to the other participants.
4. Access to immovable property and procedural rules in
