Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the APPLICATION for authorisation to exploit the Nepste SAND QUARRY submitted by OÜ SOKKEL Holding (registry code: 12245586) (address: Lonni, village of Purku, Municipality of Raikküla, 78401 Rapla County) 08.09.2017 (registered under document management system of the Environment Agency 13.09.2017 No 12-2/17/10506) has been accepted.
The Nepste sand quarry applied for is located in the municipality of Häädemeeste, Pärnu, on a privately owned property in the village of Nepste, Kurmi (cadastral mark 21302:001:0010, new register part No 2115806). The landowner has consented to the use of the property for the extraction of mineral resources. The requested mountain allocation for the Nepste sand quarry includes blocks 9 and 10 of the active consumable stock of building sand for the Nepste sand deposit (registry card No 0951, building sand) and block 11 of the active consumable sand. The mountain allocation applied for is 2.19 ha and its catchment area is 3.69 ha. Within the scope of the mining allocation applied for, there are the following minerals: the active consumption of building sand is 73 thousand m ³, of which the extracted stock is 62 thousand m ³ and the active consumption of the filling sand is 12 thousand m ³, of which the extracted stock is 9 thousand m ³. An average annual extraction rate of 5 thousand m ³ is requested for the extraction of mineral resources, using road and general construction and aggregate. The period of validity of the authorisation applied for shall be 15 years.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 674 4803, info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the louna@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The preparation of the draft decision granting or refusing the mining permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
