Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for authorisation to exploit mineral resources submitted by OÜ SOKKEL HOLDING (registry code: 12245586) (address: Lonni, Purku village, Municipality of Raikküla, County Rapla, 78401) has been accepted.

Authorisation to exploit mineral resources is sought in the municipality of Häädemeeste, Pärnu, Nepste village, on site 3 of the Laiksaare district (cadastral identification 21301:004:0139). The owner of the land in Strait 3 is the Republic of Estonia, the Government Ministry of Environment and the authorised authority is the State Riigimetsa Majandamise Keskus. There is a Nepste sand deposit in the area applied for (registry card No 0951).

The requested mountain allocation is called the Nepste II sand quarry, with an area of 7.96 ha and an area of 11.85 ha for the mountain allocation. According to the application for authorisation of mineral extraction, the active consumption of the building gravel of a mining deposit is 68 thousand m3, of which 64 thousand m3 are mined, the active consumption of building sand is 82 thousand m3, of which 77 thousand m3 are mined and the active consumption of the aggregate sand is 47 thousand m3, of which 44 thousand m3 are mined. An average annual extraction rate of 14 thousand m3 is requested. The exploitation of mineral resources consists of road and general construction works. Authorisation to exploit mineral resources is sought for a period of 15 years.

The Environment Agency examined the application for authorisation to exploit mineral resources in order to comply with the requirements laid down in the Mineral oil Act. That application complied with the form of order sought.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 674 4804, info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The preparation of the draft decision granting or refusing the mining permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
